Cullompton Pubwatch Meeting

Pubwatch is a joint initiative by Devon and Cornwall Police and participating licensed premises.

Local premises with a licence to sell alcohol to the public meet to discuss any problems which they are experiencing with members of the public which attend their premises.

The idea of these meetings is for local licensed premises to work together to reduce antisocial behaviour and crime which can be an outcome of excessive consumption of alcohol.

ASB - Anti-Social Behaviour

Cullompton Police receive reports of anti-social behaviour in and around the Cullompton area.

Officers from across MID Devon have been working together to help tackle Anti-Social Behaviour (ASB) within in Crediton, Tiverton and Cullompton areas. We work in partnership with Mid Devon District Council Community Safety Partnership to help tackle and reduce this type of behaviour. We can also working alongside other agencies, the local schools and with support from the community to we will detect and prevent harm, protect the vulnerable and reduce crime.

Drugs

Cullompton Police have received numerous complaints from the public regarding people using and dealing drugs in and around the Cullompton area.

On 20th December 2018 members from the local Policing teams across Mid Devon executed a Misuse of Drugs warrant in Cullompton and a small amount of drugs were seized. Further Proactive patrols were also conducted in Tiverton following Op Cleft intelligence about potential Drug Dealers.

We would like to take this opportunity to remind the community that anyone believed to be in possession of drugs or weapons will be subjected to Stop & Search powers and any criminal offences will be appropriately and robustly dealt with. We would like to urge the public to continue to report suspicious behaviour and help us to keep our streets safe and reduce crime.

Local Officers are continuing to make efforts to patrol and detect such matters, however there are only a limited number of resources and a vast area to Police. While we strive to police all matters reported to Police, we need the Community to assist us in remaining vigilant and reporting relevant matters through 101 and making efforts to protect themselves and their property where appropriate. We are doing our best to serve you, please continue to assist us in our efforts.

County Lines - Protecting Vulnerable adults & Children

County Lines: What is it?

County Lines is a term used to describe urban gangs supplying drugs to other parts of the UK using dedicated mobile phone lines.

The gangs are likely to exploit children and vulnerable adults in order to move and store drugs and money. To do this they will often use coercion, intimidation, violence and weapons.

The deal line is often treated as a "brand" for the gangs who generally focus on supplying Class A drugs like heroin or crack cocaine.

An operating base is an essential feature of county line gangs. They will regularly exploit vulnerable people, by building up a debt or using threats and violence in order to take over a person’s home. This practice is commonly referred to as "cuckooing".

What should you look out for?

  • A child or young person going missing from school or home or significant changes in emotional well-being.

  • A person meeting unfamiliar adults or a change to their behaviour

  • The use of drugs and alcohol

  • Acquiring money or expensive gifts they can’t account for.

  • Lone children from outside of the area.

  • Individuals with multiple mobile phones or tablets or "SIM cards".

  • Young people with more money, expensive clothing, or accessories than they can account for.

  • Unknown or suspicious looking characters coming and going from neighbour’s house.

  • Relationships with controlling or older individuals or associated with gangs.

  • Suspicion of self-harm, physical assault or unexplained inquiries.

    What is Cuckooing? It is when someone you don’t know takes over your home and uses it as a place to sell, supply or store drugs.

Vulnerable pesron - The Herbert Protocal

The Herbert Protocol: What is it?

The Herbert Protocol encourages carers to collate information on those who are vulnerable onto a form that can be given to the police if they go missing. Carers, family members and friends can complete the form recording all vital details such as: Medication required, Mobile numbers, Places previously located, a photograph.

In an event of your family member going missing, the form can be easily handed to the Police to reduce the time taken in gathering this information. The Herbert Protocol initiative is named after George Herbert, a war veteran of Normandy landings, who lived with dementia.

If you think that your family member or friend is at risk of leaving their home and going missing or already has a history of this please fill in the form as soon as possible. You will need the permission from their next of kin.

When should the form be sent to the Police? The Police only need the form at the point the person is reported missing.

Where should the form be stored?: It should be stored in an easily accessible place in the person’s home but kept out of sight of visitors as the information is confidential.

Safeguarding Communities

Cullompton Police have made safeguarding a priority within their community. Local officers regularly attend schools, groups and organisations to offers support and advice to anyone who is vulnerable to help to improve their quality of life.

Officers also work alongside other partnership agencies in order to help identify anyone who may be vulnerable in order to reduce crime.

Local PCSO's attend schools/groups to give informative talks about Child Sexual Exploitation (CSE), Staying safe online, Road Safety etc.

Within Mid Devon we are lucky to have a Migrant PCSO who is based in Cullompton police station. It is their role to interact with migrant communities and to change their perception of the police (who are often distrusted in the countries they originate from), to help employers to protect migrant's rights and to recognise and report crimes; to tackle hate crime and to serve as a bridge between migrants and other services.  They have created information-based welcome packs; leaflets in various languages explaining our motoring laws and have done drop-ins at their places of work to ensure they are using appropriate equipment and to give them an opportunity to share any concerns they may have.

Child Exploitation and Online Protection

The exploitation of children is an issue across the UK and can occur in any community, both urban and rural.

In order to assist in the detection and prevention of this, officers offer education for young people and are available to give education of CEOPS (Child Exploitation and Online Protection) talks to young people, parents, carers and other members of the community.
