Yunus Dada PCSO I joined Leicestershire Police as a PCSO in August 2006 and have worked from Spinney Hill Park police station since then.

I initially covered the entire policing area; however since April 2007 I have been working specifically in the Spinney Hills area.
Mark Bailey PC I joined Leicestershire Police on 26th March 1997 starting my career at Charles Street police station in the City Centre. I remained in front line policing in the City until February 2005 when I joined the Contact Management Centre. I then moved to Spinney Hill police station in April 2006 where I took over as the neighbourhood beat officer for the Spinney Hills area.

In September 2015, I moved to the Latimer Ward before moving to the Spinney Hills Ward (St Matthews) in 2017. I am looking forward to engaging with people, businesses and schools in this thriving and diverse community.

There has been an increase in anti social behaviour in the area of Ottowa Road, Leicester with noise late at night caused by people visiting the blocks of flats.

The number of incidents at this location have reduced after work by our team and by out partners, we will continue to monitor the area for any further issues and keep strong links with the community in the area.

We are currently dealing with a number of offences of Robbery and assault in and around Spinney Hill Park.

Officers have carried out numerous patrols both in uniform and plain clothes, we have made arrests for robbery offences.
We have also worked with schools in the area to identify groups in the park who may be involved and will continue to patrol the park and engage with park users to prevent crime and anit social behaviour in the area.

There has been a recent increase in Robberies on Spinney Hill Park. This is occurring across the park in the evenings.
Reports of people drinking alcohol and having barbeques on the park as a whole have also increased, it is unclear as to whether this is linked to the increase in robberies.

Since the start of the operation the drop there has been a very significant drop in robberies on the park. with this in mind we will arrange a similar operation next summer.

There are youths congregating and gaining entry to flats in and around Mensa Close, Vostock Close, Polaris Close and Taurus Close and surrounding areas. They are being disruptive and causing inconvenience to local residents.

There continues to be good news around less reports of youths accessing the tower blocks on the St Peters Estate.
We are still working with 4 individuals who have agreed to an Acceptable Behaviour Contract (ABCs)to change their behaviour and there are still live investigations active involving them.
Following enhanced patrols, ABCs and court processes We have carried out a beat consultation in the area which has revealed a reduction in this issue. We will continue to patrol the area however at this time this problem solving plan will be closed.

A number of Anti-Social Behaviour reports have recently been opened for the estate including Neptune Close, Taurus Close, Pegasus Close and Pluto Close. These reports detail how a group of young people are using the tower blocks to smoke cannabis and general disruption to local residents.

Positive patrols reduced the threat and risk in this area. Patrols will continue in conjunction with our new priority

Offenders loiter in the area and are likely to be drug running for prominent figures linked to drug offences.
How has the Priority been determined?:
Priority determined by the beat team in conjunction with members of the public and local councilors. We have been approached by members of the public concerned about this issue and intend on putting this plan in place to offer a visible presence in the area and for positive action to be taken against offenders.

The issue of drug dealing in and around these locations has ceased with no further reports of this nature being recieved.

The location will continue to be patrolled adhoc during the course of our daily buisness.

Information received from the local community states that drug dealing is taking place on Whinchat Road/Grove Road mainly during the daytime.

We conducted targeted patrols at specified times which resulted in several people being stopped acting suspiciously. This has resulted in a dramatic decrease in reported incidents and therefore this priority has now been closed although we will ensure this area is patrolled as part of our daily business.

To tackle groups of young people congregating in the vicinity of Vulcan Road both on foot and in vehicles, intimidating local residents and causing ongoing ASB.

Following a patchwalk with local residents along with our partner agencies, police from the Spinney Hill NPA have carried out dedicated patrols in the area, a mixture of foot, vehicle and plain proactive patrols. We have carried out consultation with residents in the area and have hosted 2 separate community meetings to assess the ongoing issues.
4 people have been arrested for drug dealing or associated offences as a result of dedicated enforcement within the area, these males are currently on Police bail whilst further enquiries take place, they are currently excluded from the area.
A request for a temporary CCTV camera has also been made with the council and we are awaiting an update.
The area is subject of a full time Policing operation and more enforcement is planned
We are encouraging local residents to make contact with us with any information relating this issue. We will treat any information passed in the strictest of confidence.

To reduce the issue of prostitution in the areas of Kent Street, Maidstone Road, Melbourne Street and Beal Street.

The overall plan around this issue has now been passed to the Central NPA to oversee. Sgt Perry has taken ownership of the PSP. We as a beat team are in the process of completing consultation events in the area to see if the problem has moved. The beat team are also committed to dealing with this issue and are working with the City beat teams to engage/ divert / and convict when necessary through planned operation and targeted days

To tackle the issue of drug use in and around the area of Stoughton Street South and Oxendon Walk.

We have seen a reduction in the number of calls and reports of anti-social behaviour and criminal activity, however a POD camera has been installed in the location and targeted patrols and pro-active stop checks will continue to take place. So far there have been 15 arrests and approximately £10,000 worth of drugs and stolen property recovered. Hedges have been cut back or removed where items were being discarded. We will continue to form intelligence and urge the public to contact us with any information that may help. Letters recently distributed which updated residents on work to date.

To tackle the issue of drug use in the street and drug dealing from vehicles that visit the location of Buxton Street and Chatsworth Street throughout the day.

Officers executed a Misuse of Drugs Act warrant following information received from the local community. A number of legal highs and cannabis were recovered. Two people were arrested and are currently on bail. This priority is now closed.

Non residents mainly teenage boys and girls are accessing the resident only play area on Pegasus Close. They normally attend in the evenings and cause anti-social behaviour, creating noise and suspected drug taking.

Consultation has also been carried out with residents, who agree incidents have decreased and as a result of this consultation, work has been carried out by our partners in Housing.

Bushes have been cut back to increase visibility
Perimeter fence to be installed at an increased height in the area

Police have engaged with the youths that have been found in the location and have been advised/warned.

Groups of males aged 15 to 18 years congregating in Vulcan Road area, intimidating local residents and shop keepers between 6pm and 9pm most evenings.

Through consultation residents highlighted various issues, which contributed to the issues, some of which are:

Play park in the area looked shabby and neglected, which could in itself be attracting ASB.
We utilised YOS reparation/probation?s ?community payback? scheme to improve the appearance of the park- Positive feedback from the residents.

A seating area on Vulcan Road, the community felt unable to use the space as it has been taken over by the group of young people. The area concerned has now been fenced off stopping youths congregating in that area.

Insufficient street lighting as the lamp columns on Vulcan Rd appear to be quite far apart. In August 2012 it is proposed to install white light to 95% of the city over the first 3 years of the contract commencing. Vulcan Rd is included in this proposal.

Layout of and street furniture on road closure on Vulcan Rd (between Frederick Rd and Grove Rd) is attracting groups of young people. Suggested alternatives have been put forward and this matter is still ongoing and Leicester City Council is leading in this matter.

Groups of young people are harassing residents and intimidating passers-by. Some of the young people are allegedly dealing and using drugs; several residents reported that they can smell cannabis being used. Work was undertaken using detached youth work to engage with the group; identify suitable positive activities and support in the locality. The introduction of Section 30 of the Anti-social Behaviour Act 2003. Which specifies the conditions and requirements for the dispersal of groups and the removal of individuals under 16 to their place of residence.

The need for CCTV in the area. Police have installed a camera in the area to monitor incidents of ASB in the area.

Groups of youths using Spinney Hill Park, mainly congregating around the childrens' play area adjacent to Park Vale Road between times of 10pm to 3am. Due to the time of night they can be heard shouting amongst themselves and then use the cover of darkness/trees/bushes etc. to throw stones towards Park Vale Rd. Damage has been caused to house windows.

Work was undertaken using detached youth work to engage with the group; identify suitable positive activities and support in the locality. The introduction of Section 30 of the Anti-social Behaviour Act 2003. Which specifies the conditions and requirements for the dispersal of groups and the removal of individuals under 16 to their place of residence.
Removal of the hedges along Park Vale Rd. This would allow an improved view for the residents on Park Vale and act as a deterrent, as those causing the issues will know they can be seen more.
CCTV has been installed round the pavilion area, a good deterrent for the specific location that it?s pointing at.
Targeted patrols in the park conducted, leading to positive disposals. Several ASB warnings have been issued and several youths were referred to Leicester Anti Social Behaviour Unit.

To work with local residents and St Peters housing office to reduce incidents of people gathering and perceived drug use in Gopsall Street, Leicester, between 4pm and 10pm daily.

The beat team have been liaising with the Foundation Housing office in relation to these problems. A gate has been installed, and an intercom system is also about to be moved to a more advantageous position, by Foundation Housing.
There has been a vast reduction in numbers of people gathering, and as a result this priority has now been closed.

Drug dealing/prostitution/robbery/anti-social behaviour/intimidating behaviour by drunken males in Madras Road area, mainly during the evenings, all days of the week.

Targeted police patrols being used to collect intelligence about those people responsible for local complaints. PC Jim Arris is the focal point for this priority, and is liaising with local agencies including HM Customs and Excise re licensing issues re sales of alcohol. This priority continues to be active.

Update:
This priority was introduced to respond to complaints of persons selling khat from vehicles, and the associated issues this caused such as parking, litter and persons hanging around on the street causing anti-social behaviour.

Since the implementation of the priority a number of vehicles have been given fixed penalty notices and persons have been advised and moved on. The local Somali community have subsequently obtained a factory premises on Crafton Street East where they now attend to chew Khat. This premises is away from the heart of the estate and has drawn the khat users away from Madras Rd, which was where the main focus for complaints of parking and anti-social behaviour.

Pc Varney has conferred with the local council about the legality of the community using the factory, and subsequently the long term prospect of the problem being alleviated, but in the meantime, the issue for which this priority was established has been resolved. This priority can now be closed,with the St Matthews police team continuing to monitor the situation.

The community and local Housing office have informed us about open drug dealing, rowdy intimidating behaviour in the Berners Street area.

Local officers, with support from specialist departments, have been responding to residents concerns over drug dealing in the Highfields. Months of work have led to the arrests of fifteen suspected drug dealers, three of whom have already received custodial sentences. Drug dealing never happens in isolation consequently the officers involved have also been investigating burglary, assaults and robberies.

Anecdotally it would appear that drug dealing has reduced in the Highfields, however it would be naïve to think it has gone away. Dealers cause real harm to communities through encouraging crime and damaging community cohesion. It is important that we keep information from the public flowing so we can target the right people. To work with St Peter's Housing Office to reduce the gatherings of people believed to be using drugs in the area of Maxfield House and Neptune Close daily between 3pm and midnight.

With an increase in police patrols in the area and no further complaints of anti-social behaviour have been received. Complaints of drug dealing have ceased and people who were stop/searched in the past have left the area. The council issued a warning to a male for urinating in the communal area. No further complaints have been received. Consultations have revealed no further complaints from residents, and the council confirm this situation. Information was received about drug dealing at a flat, however enquiries failed to identify offenders, and there have been no further complaints.

To work with local residents and St Peters Housing Office to reduce incidents of people gathering and perceived drug use in Gopsall Street between 4pm and 10pm daily.

By arranging a programme of work, funded by the Joint Action Group (JAG) to repair/install gates at numbers 24 to 28, which is ongoing. High visibility police patrols have continued. A resident has been taking in people who are missing from home; the occupant has been issued with two harbourers warnings. The Sparkenhoe School has been visited by Officers, and staff confirm the presence of drug users/dealers in the street has reduced significantly. Consultation with residents has been progressed promoting police action in the location. Leicester Housing Association held a meeting with a resident to begin the process for a possession order of the premises.

To reduce anti-social behaviour, for example excessive noise, and intimidating rowdy behaviour, caused by groups of youths in Hartington Road, Leicester, between 3.30pm and 8pm daily. This priority has been closed.

A total of 17 people have been arrested for various public order offences. Of that number, 12 local people aged between 15 and 22 years, were charged with violent disorder following a disturbance in the St Peter?s area of Leicester on June 23, 2011.

Among those 12 people the following additional charges were made:

A 15-year-old was charged with possessing an offensive weapon;

A 16-year-old was charged with possessing an offensive weapon;

A 16-year-old was charged with two counts of possessing an offensive weapon;

Two 17-year-olds were each charged with attempted grievous bodily harm with intent, and possessing an offensive weapon

Two 17-year-olds were each charged with possessing an offensive weapon;

A 19-year-old and a 20-year-old were each charged with attempting to cause grievous bodily harm with intent;

A 22-year-old was charged with attempted grievous bodily harm with intent, and two charges of possessing an offensive weapon.

Update: Police targeted patrols continue to make their presence felt in the area. Complaints of anti-social behaviour are reducing, and consideration is being given to closing this priority soon.

Update:
Alot of work has been completed on this PSP. The areas surround the park and ST Peters Est have been addressed. Person responsible have been dealt with, either by ASB warning letters- Charges of public order. There will be continued monitoring of the situation on the estate, as it has the potential to flare up again. Priority closed April 12, 2012

To work with St Peter's Housing Office to reduce the gatherings of people believed to be using drugs in the area of Maxfield House and Neptune Close daily between 3pm and midnight.

There has been an increase in police patrols in the area which has lead to a decrease in anti-social behaviour reports as well as various people having been stopped and searched for drugs. One resident has been warned regarding urinating in the communal area. Leicester City Council Housing have been given his details and are dealing. From informal consultations the majority of the residents have highlighted that they are not aware of issues within the complex.
A flat has been identified re possible drug dealing. Enquiries are in progress re this matter. Work is likely to continue on this priority into the Summer months.

To work with local residents and St Peters Housing Office to reduce incidents of people gathering and perceived drug use in Gopsall Street between 4pm and 10pm daily.

Joint Action Group (JAG) funding has been secured to repair/install gates at no's 24-28. These addresses have been used in the past for drugs.
Issues surrounding one address in Gopsall Street have been highlighted, i.e. general anti-social behaviour involving the occupants daughters and her friends. It has also been identified recently that a resident has been taking in people who are missing from home. The occupant has now been issued with two Harbourers warnings. The Sparkenhoe School, Gopsall annexe, has been visited by Officers, and they state that the presence of drug users/dealers in the street has reduced significantly. Reinforced by proactive policing patrols. On March 1 we completed house to house enquiries and gave out information letters/posters about the current anti-social behaviour in the area. Unfortunately support from residents was low. Leicester Housing Association (LHA) contacted, and they will hold a meeting with a resident to begin the process for demotion/possession order of premises.
This priority will remain active into the Summer period as further work is required to resolve the problem.

To work with Trading Standards to reduce the number of young people gathering and causing nuisance, making noise and associated litter in and around Hartington Road, Morley Street and the Vulcan Road junction daily between 4pm and 11pm.

There were Theft Act warrants and Trading Standards visits to local shops to enforce the correct sale of cigarettes and alcohol. Dispersal powers were used to tackle the gatherings outside the shops, as well as some arrests for possession of controlled drugs. There has been a reduction in calls from the area and residents report an improvement in the area.

To reduce incidents of young people gathering and causing a nuisance and perceived drug use in the area of Bushy Park in St Matthews, bordered by Montreal Road and Kamloops Crescent, daily between 2pm and 2am.

The youths were quickly identified by the neighbourhood team, received warnings and partner agencies helped to clear up graffiti. The outcomes have been publicised locally and at Taylor Road School.

To work with St Peters Housing Office to reduce people, who are believed to be using drugs, from gathering in the area of Clipstone House in Taurus Close daily between 3pm and midnight.

Police Community Support Officers and technical support from St Peter's Housing Office successfully identified those responsible for this complaint. As a consequence they were advised, and so far, the situation has been resolved. However this matter will be monitored for the foreseeable future.

To continue to tackle prostitute-related disorder at the junction of Melbourne Street and Upper Charnwood Street between 10pm and 2am each night.

By working with New Futures, the CPS, STAR and the housing office we have targeted kerb crawlers and provided intervention to women working in prostitution. The park area has also been cleaned up. The number of women working in prostitution in the area has reduced.

To continue to reduce incidents of unauthorised people entering communal stairwells and courtyards to use or deal drugs. Also to reduce associated anti-social behaviour such a drug paraphernalia and litter left behind. This is in the area of 2 to 24 Ottawa Road on the St Matthews Estate (bordered by Edmonton Road, Lethbridge Close and Manitoba Road) daily between midday and 2am.

Numerous arrests for possession of cannabis, searches of properties and even some stairwell cleaning by offenders has reduced the number of calls to the Police and the impact on residents.

To reduce the number of young people causing a nuisance to nearby residents of Vulcan Road, especially in the seating area opposite Milap Club every evening between 6pm and 10pm.

PCSOs consulted with residents and this visible presence resolved the problem of people gathering within a few weeks. Residents in the area have kept us updated and recent visits to local businesses and residents with councillors confirmed that this is no longer an issue.

To work with the local Housing Office to reduce incidents of nuisance behaviour and graffiti in and around Atlas Close in St Peters every evening between 6pm and 10pm.

Police and staff at St Peters Housing Office worked together to identify the person responsible for causing problems in the area; they have been arrested and dealt with through the courts. Reports of anti-social behaviour have decreased considerably. Graffiti tags â??Diamond Zedâ? and â??Muziâ? have been identified, and both individuals have been out on the estate to clean off their graffiti as payback for their misdemeanours.

To tackle prostitute-related disorder on the junction of Melbourne Street and Upper Charnwood Street between 10pm and 2am each night.

The neighbourhood team has been involved in targeting kerb crawlers in the area and working with New Futures to educate sex workers and make them aware of the impact their activity is having on residents. As a result the junction is not used as much and effective management of any sex workers has reduced their appearance in the area.

To reduce the number of incidents of perceived drug-dealing, littering and young people gathering on Wharf Street North and associated stairwells between 12pm and 2am every day.

Patch walks and repairs by the City Council and residentsâ?? groups, along with targeted patrols by the neighbourhood policing team, have resulted in arrests, challenges to businesses and searches of people who have been given appropriate warnings and guidance about activity in the area. The number of reports has decreased as a result.

To reduce the number of incidents of perceived drug-dealing, littering and young people gathering in the stairwells and courtyard area of the communal housing block, bordered by Ottawa Road, Edmonton Road, Lethbridge Close and Manitoba Road between noon and 2am every day.

There have been clean-ups arranged by the local housing office and canvassing of affected residents completed by the neighbourhood policing team to identify those responsible for this problem. The result of patrols and advice to residents is starting to have an impact but further work needs to be completed with the City Council to resolve the issue fully.
