Leicester Forest East, Kirby Muxloe and Glenfield Police Local Neighbourhood

The Leicester Forest East neighbourhood beat covers a densely populated Leicester suburb made up of both urban and rural housing as it stretches west from the city along the busy A47 towards Kirby Muxloe.

It also covers the rural villages of Kirby Muxloe and Glenfield. The area is largely residential but continues to expand, with a number of new housing developments currently underway. Also within the village is the English Heritage owned Kirby Castle, along with a number of shops and three public houses.

Ian Burton Sgt

I joined Leicestershire Police in 2000. Starting my career at Welford Road, I then moved to the city upon promotion to sergeant and had a few years in the city centre before moving to Hinckley and Bosworth, then Braunstone as a response team leader. I have recently just returned to Braunstone following a few years as a custody sergeant.
I am looking forward to a new challenge and an opportunity to build on the outstanding work that has been achieved by everyone within the local policing team and local community. Working alongside the local Beat Team to ensure that we tackle the concerns and issues that are raised by our local community.

Michael Payne PC

I have been a Police Officer since 2005, and have previously worked in a variety of roles in the force. In September 2016 I moved to the Hinckley and Blaby neighbourhood team and became a beat officer for Glenfield, Leicester Forest East and Kirby Muxloe.

I feel that Glenfield, Leicester Forest East and Kirby Muxloe are strong communities that work together to try and tackle local issues and I enjoy being part of the team.

Duane Wright PCSO I joined Leicestershire Police in June 2007 and since then have worked at Wigston, Blaby and now Braunstone Police Station, where I have been part of the beat team for Leicester Forest East, Kirby Muxloe and Glenfield since 2008.

To tackle anti-social behaviour (ASB) around the David Wilson estate, King Walk and Spider Park area in Leicester Forest East. This includes the scratching of vehicles in the area.

The youth bus attended LFE for a number of weeks and this saw a reduction in the number of reports of ASB. During a recent street surgery on Kings Walk residents advised that ASB has improved.

To tackle and reduce burglaries to dwellings in the Glenfield area.

Crime prevention leaflets have been delivered locally and the beat bus deployed to the area. Officers are also completing regular high visibility patrols. Reports of burglaries in the area have dropped as a result.

To target thefts from motor vehicles in the Glenfield area. The offences are mainly occurring overnight and are targeting BMW and VW vehicles.

Vehicle crime leaflets were posted to owners of BMW and VW owners. High visibility patrols also being completed in the area. As a result we saw a decrease of reports in the area.

Anti-social behaviour (ASB) and damage on Spider Park, Kings Walk, Leicester Forest East.

The issues of damage to play equipment and ASB related reports around the park were identified as a problem for residents, users of the park and the Parish Council.

The Safer Neighbourhood Team completed targeted patrols around the location, liaised with local residents and worked in company with Blaby District Council to deal with identified suspects and ASB offenders.

The ASB offenders were spoken to in company with parents and plans were put into place to prevent any further issues occurring.

Young people gathering on Forest House Lane, LFE and other localities causing a nuisance to local residents.

The Safer Neighbourhood Team have been working in the area with local residents and businesses. The large groups of youths gathering have reduced significantly and appear to have moved towards the Kings Walk area of LFE. Due to this the priority has been moved to reflect the issues experienced in Kings Walk and the Safer Neighbourhood Team will continue to monitor Forest House Lane.

Reckless and inconsiderate use of motorcycles causing a nuisance to residents and other road users on Loxley Road, Glenfield during late evening times.

High visibility patrols were conducted in the area to target this behaviour. The local people were educated and advised regarding the illegal usage of motorbikes. No illegal motorbikes were stopped, however, the problem has dispersed.

Speeding vehicles on Main Street, Kirby Muxloe between the hours of 6am and 6pm.

by monitoring approximately 400 vehicles, of which 31 drivers received a verbal warning and two were issued with a fixed penalty notice for speeding. Covert speed monitoring was utilised at the location between 11th and 18th January which showed that 2836 vehicles using the road averaged a mean speed of 26.2mph, with 5.7% of the vehicles travelling above the enforceable speed limit. These results do not warrant any further action by Leicestershire County Council to make physical changes to the road layout to reduce speed. We will continue to conduct speed enforcement at this and other locations within Kirby Muxloe.

To target speeding vehicles on Elm Tree Avenue, Glenfield which is a problem at all times of the day and night.

by using speed monitoring equipment. The problem is directly linked to the road layout and peoples attitudes towards speeding. The issue lies with the occasional vehicle travelling significantly over the speed limit as opposed to a high proportion of vehicles doing so. We will continue to carry out speed monitoring and enforcement activities on Elm Tree Avenue. Numerous letters of advice were issued as a result of both Community Speedwatch and the use of our own equipment. The parish council is looking to install a vehicle activated speed sign for use on Elm Tree Avenue.

To target speeding motorists on Desford Road, Kirby Muxloe between the hours of 6am and 6pm on weekdays.

by conducting high visibility speed enforcement on Desford Road. These enforcements resulted in approximately 210 vehicles being checked, 37 drivers being given a verbal warning and 4 Fixed Penalty Notice's being issued. After liaising with the County Council they have informed us there is no further traffic calming measures that can be taken on Desford Road. There are also plans to include local groups within the village to tackle speeding at the location.

Investigate and take positive action against reports of illegal waste carriers in Packer Avenue between 8am and 4pm

by identifying those involved and by conducting pro-active stop checks, high visibility patrols and engaging with local residents who were able to pass vehicle registrations and descriptions to us. As a result we were able to check waste carriers licences, vehicles and documentation. The results of this have been very positive with all those stopped having the relevant paperwork and authority in place. It is also worthy of note that having reviewed crime in the area, there is no positive link between scrap collectors and reported crime.

Speeding vehicles on Forest House Lane and Warren Lane on weekdays between 8am and 9am, and again between 3pm and 5pm.

By using high visibility speed monitoring equipment to inform drivers they are speeding. This helps to raise awareness of speed and the speed limit of the road on which drivers are travelling along. Over 40 drivers shown to be speeding with this equipment have been advised in writing. Once a period of raising awareness had taken place we enforced the speed limit by using a hand-held speed monitoring laser. Where applicable speeding motorists have been issued with £60 Endorsable Fixed Penalty Notices. This system allows offenders up to 28 days to pay the fine and results in three penalty points being added to their driving license. Three Fixed Penalty Notices were issued.

Anti-social behaviour including rowdy behaviour and underage drinking on Forest House Lane near to the convenience store, Kings Drive, and the Pavilion, on weekday and weekend evenings between 6pm until 2am;

By taking positive action against those involved in anti-social behaviour. During routine patrols we have located 5 young people in possession of alcohol whilst under age. They were told to empty the contents and dispose of the cans in front of the officer. Parents were informed and details were passed to Blaby District Councilâ??s Community Safety Team for further action. Continued high visibility patrols at key times and consultation with residents has confirmed that our actions have had a very positive effect in this location and incidents of underage drinking and anti social behaviour are now very rare

Groups of youths congregating and committing anti-social behaviour including under-age drinking in and around The Pavilion, Kings Drive, and in the areas of the Premier Convenience Store, Forest House Lane, between 5pm and midnight each day;

by taking positive action against those involved in anti-social behaviour. We received information from a resident about loud music being played from a car parked on Forest House Lane during the night. As a result of this information a Section 59 Notice was served on the driver of the vehicle. This is a powerful tool that sends a clear message to the offender that should they repeat this behaviour within 12 months the vehicle can be seized at the ownerâ??s expense. Alcohol has been seized from an under age drinker we found in a public place. This has been dealt with by consulting with parents and formalised with an anti-social behaviour letter, part of the structured multi-agency response to anti-social behaviour. We have given verbal warnings to six young people about congregating around the Convenience Store. The positive impact of our work in this area has resulted in a reduction in the number of reports being made and by feedback we have had from local residents.

For this reason there has been very little need for police intervention at the location, with one 16-year-old given a verbal warning in front of his parents for attempting to get an adult to by tobacco on his behalf.

Following a report of youths on the roof of Saint Andrewâ??s Church opposite the Sainsbury's store, the Neighbourhood Beat Team dealt with three young people for their involvement, resulting in one being issued an anti-social behaviour letter. This sends a clear message to the offender and is part of the structured approach to deterring anti-social behaviour. We are continuing to work with partner organisations such as Street Pastors to provide ongoing support to the community. We have decided to continue with this priority.

with the IMPACT team from the County Council's Youth
Offending Service to reduce the occurrences of antisocial
behaviour. Ten young people have been sent

to tackle anti-social behaviour and deal with those
responsible firmly and positively.

the Premier Convenience Store, Forest House

By working with our partners. We are pleased that there
are positive signs of improvement and there has been a
considerable decrease in anti-social behaviour activities
around the area. We will not be complacent and this
priority will continue. There are clear links with this
priority and the priority at the Pavilion - it is
predominately the same people are involved. We will
continue to target these people and work with the Youth
Offending Service and Blaby District Council. Operation
Antidote is a district-wide initiative to tackle anti-social
behaviour and both of these locations will be targeted.

The reduce anti social behaviour around Sainsburys, Hinckley Road, during the key times.

With joint work with the Environmental Health
Department. This has resulted in the garages at the side
of the store being secured which has helped to reduce
the number of youths gathering there. The area was
also tidied up and rubbish removed. The area has been
patrolled regularly by the Neighbourhood Beat Team
and as a result of all of these actions the anti-social
behaviour has reduced and we will be closing this
priority.
