In May 2017 I had the privilege of becoming the Dedicated Neighbourhood Sergeant for the Beaumont Leys beat. My team and myself provide Local Policing for the diverse communities of Beaumont Leys, Anstey Heights, the Glenfield Hospitals, three large community colleagues, Gilroes cemetery, the busy local shopping centre and industrial businesses.

In 1990 I began my career at Beaumont Leys, therefore it is immensely refreshing to have the opportunity to return to my Policing roots where I served for 6 years, spending 4 great years as the local officer for the communities of Abbey Lane, Mowmacre Hill, Stocking Farm, Glenfield and the hospitals.

I bring a wealth of experience and skills to my new challenge. I was promoted to the rank of Sergeant in 2003, since then I have also been fortunate to enjoy three temporary Inspector roles. I have led many successful teams in a variety of Sergeant roles as a Detective, Pro-active team, ASB team, deputy NPA commander, custody and most recently in the Force Investigation Unit.

I am committed to delivering excellence standards of service, I intend to be seen ‘out and about’ on my beat area, getting to know and engaging with the different communities, so please come and speak to me. I will be promoting my team to be actively visible and approachable, where we listen to local concerns and focus on what really matters to the each community to improve and benefit the quality of their life’s. I endeavour to build stronger working relationships with our partner agencies, and together pro-actively problem-solve ASB and Crime issues to reach a viable long term solution.

I have been employed by Leicestershire Police since 2002 and have worked within a Response role, intelligence lead and proactive policing roles. I have worked on the Beaumont Ward for over 11 years and enjoy working with residents and partner agencies to tackle crime and anti –social behaviour. I enjoy attending community events and being a face that the community/schools and partner agencies know. I have recently returned from a 6 month secondment to the Bradgate Mental Health Hospital and look forward to working back on the beat tackling new or existing problems.

Over the last 15 years I have worked in lots of different departments, at lots of different locations across the whole of Leicestershire. I last worked at Hinckley Road Police Station back in 2005, I’ve changed a lot since then and I’m sure the area has too.

Craig Smith-Curtis PC I became a Police Officer in 2009 and since then I have covered a variety of roles including Response, Investigation and Local Neighbourhood Policing.
I currently work within the Beaumont Leys Dedicated Neighbourhood Team as the Bradgate Unit Partnership Officer – this is an exciting new role within the Police which enables me to support both the Police and NHS in resolving identified problems and in turn creating a better service for the Staff, Patients and Visitors at the location. It touches on the core reason why I joined the police – to help people. I am a Police Link Officer for the Deaf community (PLOD) and I am British Sign Language (BSL) trained to level 3 standard; currently studying my level 6 qualification. I hope that having a PLOD officer in the area will give the d/Deaf Community the comfort of knowing that a British Sign Language trained officer isn't too far away if needed. Neighbourhood Priorities for Beaumont Leys

Since the beginning of October 2018, there has been significant increase in reported burglaries across of dwellings, breaks into garages and sheds, across the force area and West Leicester NPA. The Beaumont Leys beat has also suffered from a notable increase in Burglary offences, which has caused a considerable emotional impact and financial loss and hardship on the victims of the offences.

During this period, the local police neighbourhood team conducted SCAN reviews and assessments to identify and set specific patrol strategies to concentrate resources on the most vulnerable and areas of increased offences, and target key individuals. We conducted a number of planned operations with the support of other police teams, utilising plain clothes officers and high visibility patrols.
During December 2018 there were 3 significant arrests of suspects for separate offences, these offenders were charged and received custodial sentences.

During February 2019 the West Leicester NPA saw the least amount of Burglaries it had suffered for the last 3 years.
The local beat team will continue to tackle and endeavour to reduce burglaries by conducting targeted patrols in areas of recent and increased offences, and preventing offences by providing Crime Prevention Advice, gathering community intelligence and targeting key suspected individuals.

The local Ward Councillors, business Owners and residents have raised concerns about the apparent increase in drugs related activity and abuse in and around the Home Farm centre and surrounding area. There has been an increase of reports and intelligence of open drug taking, abuse and dealing in the area, and associated possession of weapons and violent criminality.

Knife Crime Reduction Initiative. Over the past few months the Police have dealt with several knife related incidents involving young persons. There has also been a increase in offensive weapons being recovered and knife related intelligence being received, with community concerns being raised about the fear of knife related incidents.

Analysis has identified an increase in demand on Police and partner agencies from incidents and calls for service from the Bradgate Unit at the Glenfield Hospital site. These involve reports for persons Missing From Homes (MFH), Assaults on staff and patients, and drugs related offences.

The dedicated Bradgate Unit partnership officers - PC 502 Adam Woolman (from January to May 2018) and PC 2991 Craig Smith-Curtis (from June 2018 to date) are now imbedded in the role and working effectively with the Bradgate Unit staff and management to effectively address and problem solve the issues around Missing Persons, illegal drug use and supplying, and protecting staff and patients from violence, and dishonesty offences.
Performance data has provided positive evidence that the active involvement of the Bradgate Unit partnership officer is working well and reducing reports of Missing Persons and the efficiency and effectiveness of investigations, and increased the confidence in Police and the Bradgate Unit staff to effectively deal with reported issues and provide long term solutions

Knife Crime Reduction Initiative. Over the past few months we have dealt with a few knife related incidents involving young persons.

We have received an increase in reports of theft from vans on the Heathley Park.

Since January 2017 we have no reports of thefts from motor vehicles at this location. We have given the hotel target hardening leaflets. We will continue high visibility and plain clothes patrols at this location. I will monitor crime trends from this hotel car park with a view to trying to re engage with the hotel if the trend starts again.

Over the past 5 weeks we have had incidents of offensive graffiti sprayed onto the walls of the underpass at Thatchers Close and on the fences of properties nearby.

Over the past 2 months we have not received any further graffiti at this location. Officers will continue high visibility and plain clothes patrols in this area.

It has identified that we need to reduce demand from Iona Close and Oronsay Road, Leicester.
We recognise that we must tackle street drinking, ASB, littering and work with our partners to support repeat callers and offenders.

As result of regular patrols and disrupting regular drinkers, reports of nuisance drinking have significantly reduced. The winter weather has also helped keeping the street drinkers away. We have arrested and remanded into custody a key nuisance repeat caller. Since this person is currently on remand we have had no phones calls associated to her behaviours. I have updated our partner agencies and I am closing this PSP down but will continue to monitor.

We have received reports of damage and intimidation at Blue Gates Road, Leicester.

We carried out regular if not daily patrols at this location to deal with the behaviour complained off. We worked with Leicester City Council Beaumont Leys Housing office to help an affected family. As a result of our efforts residents recently fed back to my officers PC Woolman and PCSO Longstaff that they were having no further problems. I am closing down this PSP but will continue to monitor the location as carry out pro active policing there as required.

We receive numerous reports of anti-social use of motorbikes. This includes legally owned off road bikes being ridden in parks and open spaces as well as stolen motorbikes being ridden around built up areas. Historically these issues have been more prevalent during the summer months.

As the season is changing to shorter, wetter days motor bike incidents although continue are reduced. As a result I have closed down this task as a problem profile but will continue to monitor incidents reported.

The police were aware of an increase in reports of ASB from Upper Temple Walk. We conducted a house to house survey at this location. The residents confirmed that some youths were throwing stones, climbing onto the roof of the derelict John Calvert Court and causing minor damage.

Over the summer officers have increased regular patrols at this location. We have worked with our partner agencies and local residents. Our clean up operation was also successful. As a result of reduced anti social behaviour reports from this location we are closing down the problem profile but will continue to monitor this area.

The police have identified an increase in theft from motor vehicles and damage to cars in the car parks around the Beaumont Leys Shopping Centre.

As a result of working with the security staff at the shopping centre, placing out warning signs and carrying out regular patrols at this location we have seen a significant reduction in theft from motor vehicle reports. This problem profile is being closed but I will continue to monitor reports from this location.

Loose horses roaming on the Bradgate Heights estate causing a nuisance to local residents. Those responsible for the horses are sometimes driving on the footpaths and green areas.

As a result of the police`s engagement this problem has been successfully resolved. Feedback from the local councillor and residenst at their local meeting was that the problem was controlled. They were happy with the action taken.
The originator of the complaint was updated.
This NHP has been closed.

To reduce anti social behaviour, including criminal damage, vandalism, littering and people loitering in vehicles on Halley Close and Upper Temple Walk.

The clean up day was a success, officers, volunteers and our partners from the Leicester City Council removed, debris, metal and glass bottles. We increased our visibility on the estate reassuring residents. As a result of the worked carried out by the local police team we received 1 report of criminal damage during the month of March 2016. Criminal damage and anti social behaviour on this area has reduced therefore I am closing this PSP but will continue to monitor the area.

As a result of the positive work listed in the feedback I am pleased to report that reports of burglaries have continued to decline. I am therefore now closing this problem profile but will continue to monitor burglaries on the Beaumont Leys area.

MILTON CRESCENT - Damage and ASB.

This area has two buildings of concern. The first is called John Calvert Court and is derelict. This borders Milton House which is occupied by over 55's. Both buildings are situated on Milton Crescent but have rear access onto Upper Temple Walk and the basketball court.
John Calvert Court has been empty for some time and local youths have targeted this building climbing on the roof and causing damage, ripping off tiles and throwing missiles.
They also climb from this roof onto the roof of Milton House causing damage to that roof and upset the residents by shouting verbal abuse.

We have learnt through our own research and by talking to those that live locally that Milton Crescent was suffering incidents of Anti-Social Behaviour and criminal damage. It was identified the that derelict John Calvert Court was the focal point attracting local youths to that location. Consequently this location was adopted as a problem profile area. As a result we created the area as a waymarker thereby increasing our attendance and time spent at the location. Local officers liaised with the company managing John Calvert Court. The buildings access points were boarded up thereby making it less attractive as a hangout for the youth.
Officers carried out plain clothes and uniform patrols in this location and often spoke to local residents.
As a result of increased police action in managing this location incidents of ASB /damage and youths gathering significantly decreased.
This problem profile has now ceased but we will continue to monitor the location and engage with the local community.

ORONSAY ROAD - Street drinking and ASB.

The location consists of three shops all of which are licensed to sell alcohol, a public house, a primary school and a community centre.

Street drinkers gather from 08:00 hours daily and sit on the walls and loiter in the surrounding areas shouting abuse and drinking alcohol. In the afternoons they loiter around the shops being verbally abusive.

Youths gather around the shops after school and climb on the buildings and throw missiles. They often hang in groups of up to ten and stay from the end of school until 21:30 hours. The shops are used by the community and both issues cause the local community to feel the area is not welcoming.

The public house has limited boundaries and it is often unclear whether the adults in the location are public house patrons or street drinkers.

Community and police research indicate that incidents of ASB/Street drinking and criminal damage have reduced significantly.

Even though this problem solving profile is being closed we will continue to monitor the area.
We are continuing to work with local shopkeepers to environmentally improve the area by painting over the graffiti and by painting their shutters.

To tackle anti-social behaviour including fly tipping and nuisance motorcycles being ridden around Castle Hill Country Park and Pitchens Close.

We are pleased to say that reports of off-road motorcycle use on the park has dramatically decreased over the past month.
We have utilised Op Groundhopper, a much publicised policing operation targeting motorcycle riders by taking high mega pixel photographs of them. The riders are then identified by officers before being reported to court. We contributed to the eighty seven riders prosecuted in West Leicester including a key local male which has since seen the reports dramatically decrease.
Special barriers have been purchased by the council which will be installed at key entry/exit points to the park. These barriers are being constructed right now and due for imminent installation.
The police are putting forward the off-road motorcycle problem to the crime and ASB group to problem solve for all of West Leicester for 2016. This group includes the police and various council departments.
We have completed numerous park clean ups with local volunteers and have collected tons of rubbish.

To tackle the issue of anti-social behaviour caused by youths lighting fires, littering and causing damage to the Home Farm Neighbourhood Centre and shouting abuse at members of the community.

We are pleased to say that a number of youths took up the offer of support via our referrals.
We have conducted a crime prevention survey with local businesses and the council have completed repairs in the area.
We have conducted daily high visible patrols and also deployed plain clothes officers to prevent and detect offences.
Throughout this we worked closely with UrChoice youth club, Think Families and the Council. We have issued numerous ASB warnings to identified youths who despite this continued their behaviour. This left us no choice but to hold a further multi agency meeting and in conjunction with the Leicester anti-social behaviour unit, LCC housing, East Midlands housing, Places for people and a private landlord, we have officially wrote to the parents of the youths warning them of their responsibilities to control their children and warning them they are in breach of their housing contracts and further action maybe taken against the parents and their homes.
Incidents at this location have now ceased.

To tackle vehicles parking in dangerous positions and causing obstructions in and around Astill Lodge Road, Maplewell Drive and Bennion road.

Officers have consulted within the nearby residential estate and local business to ascertain the extent of the problem. We have raised awareness of this problem via social media and local leaflet drops. High visibility patrols have been regularly conducted at material times with offending drivers being educated. Only a small number have had enforcement taken. Police have been in regular liaison and consultation with the football club and away football teams, fans and visitors have been advised to locate suitable parking. Leicester City Council have approved improvement work to commence from July 2015, in the area and we have requested that extended parking is considered. Therefore this priority will now be closed.

Tackling nuisance and illegal use of motorbikes on Castle hill Country Park and surrounding estates in the area of Beaumont Leys.

Since the start of the operation there have been 17 motorbikes stolen from addresses within the Beaumont Leys area. 10 of the stolen bikes have been recovered. 19 bikes in total have been recovered in the Beaumont Leys area, which have either been stolen or used in an anti-social manner. A successful community event was held at Beaumont Town football club. Officers have delivered 7 school talks to various youths to show dangers of motorbikes. Officers have conducted 3 police enforcement operation days. 4 Section 59 notices have been issued to riders, 4 Riders have been issued with a warning disposal, and 3 bikes have been ceased for no insurance. Police have been called 58 times by members of the public since the start of the year in relation to off road motorcycles. Towards the end of the year we have seen an incredible decline in the number of calls. As expected during school summer holidays and hotter month?s calls increased but due to the community event, operations, and meetings officers were able to minimise the motorbike anti-social behaviour. This priority has now been closed.

To combat drugs misuse on the Beaumont Leys Estate and associated anti-social behaviour.

A number of search warrants have been executed on Gresley close and surrounding streets over the past few weeks resulting in a number of arrests and drugs recovered. An individual has been arrested for anti-social behaviour related offences and is currently on bail not to attend Gresley Close. An anti-social behaviour injunction has also been issued against this individual and his parent issued with a notice of possession order against their house.

To reduce nuisance motor cycles being ridden in the Beaumont Leys area. We wish to identify and prosecute persons responsible and decrease the associated anti social behaviour. A problem solving initiative is currently being managed by PC 4384 Dolby.

High visibility patrols along with proactive operations saw a number of motorcycles taken off the road and a significant reduction in calls made in relation to nuisance motorcycles.

Eleven warrants have been executed since this priority was opened and a clear message has been sent out to the local community regarding the results achieved. Feedback at community meetings has been exceptional. Further warrants to tackle drugs misuse are planned. These successes are not possible without the information supplied from the public.

Anti-social behaviour namely alcohol abuse and related disorder in the area of Oronsay Road, occurring after 5pm most days of the week.

Meetings with staff and partner agencies continue to take place. One person has been served notice and has left the project with no repercussions. Another tenant has been served notice to leave. Leicester Anti-Social Behaviour Unit is involved with a further resident who has refused to leave. We have seen a drastic reduction in calls about the anti-social behaviour. The project has written a new tenancy agreement that will allow them to move on people that are not engaging with the projects aims and objectives.

To tackle problems with motorcycles/mini motos causing a disturbance and annoyance to residents in walkways and alleyways from housing estates onto open spaces including Castle Hill Country Park, Beaumont Walk and Beaumont Park during the evenings (after school finishes) until 10pm and at weekends.

Officers have conducted high visibility patrols and have distributed leaflets in the area. A number of police action days were completed in the summer. Over the past few months the Neighbourhood team has seized a number of motorcycles and prosecuted offenders.

To tackle underage drinking and smoking and the use of adults to buy alcohol for under-18s from the three local shops, as well as rubbish that results from youths gathering in the area of Barleycroft shops and Oronsay Road after 3.30pm on most weekdays and weekends.

The area has had an increased high visibility patrol since being raised as an issue. Officers have conducted surveys with the local residents and given advice to shopkeepers about age restrictions and sales. All matters have now been resolved.

To tackle drugs misuse and dealing in the area of Strasbourg Drive, Butterwick Drive, Acer Close and surrounding streets from 9am onwards each day.

The beat team have continued to target known drug dealers and are currently working closely with other agencies to prosecute and evict those involved in drug dealing. Over the past few months the team have taken thousands of pounds worth of cannabis and heroin off the streets. At present several people are on police bail for these offences. These results would not have been possible without the information provided by members of the public.

To tackle problems with motorcycles/mini motos causing a disturbance and annoyance to residents in walkways and alleyways from housing estates onto open spaces including Castle Hill Country Park, Beaumont Walk and Beaumont Park during the evenings (after school finishes) until 10pm and at weekends.

A press release and posters warning of the consequences of this behaviour were circulated to key locations. Schools were visited and previous offenders were warned regarding further offences. A number of motorcycles were seized and crushed.

A drugs warrant was executed on Butterwick Drive resulting in four people being arrested and the discovery of a cannabis factory. Two people were also arrested following a warrant which was executed on Aysgarth Road. Plain clothes operations and high visibility patrols were carried out in the area. There was a successful closure of a cannabis factory on Laxford Close in which 800 plants were discovered.

To tackle underage drinking and smoking and the use of adults to buy alcohol for under-18s from the three local shops, as well as the rubbish that results from youths gathering in the area of Barleycroft shops and Oronsay Road, after 3.30pm on most week days and weekends.

We have conducted test purchase operations at off-licences and ongoing patrols by officers. The anti-social behaviour car has also been patrolling the area on a daily basis. No further problems have been identified.

Resolve issues relating to youths congregating including criminal damage, litter and graffiti on Bishopdale Road, Wymar Close, Austwick Close, Aysgarth Road, Dunire Close and Reeth Close.

The use of the Anti-Social Behaviour van, proactive patrols and youth engagement by the beat team have addressed the problems, which are now not as frequent. This priority will now be closed.

To tackle drug use and dealing within the area of Strasbourg drive and Butterwick Drive between 12pm and 12am.

A crack house closure order has been applied for at an address in Butterwick Drive. Two drugs warrants have been executed, quantities of drugs have been recovered and people arrested. They are currently on bail while investigations continue. There are ongoing drugs issues at the location, work is ongoing to tackle this problem. The press have been involved in highlighting the Police efforts and footage of a raid posted on the Force website. This priority will remain for the next three months.
