I have been with Leicestershire Police for almost 18 years and during that time I have worked in a number of different roles. I have an in-depth investigative background working as a detective and then detective Sergeant since 2006. I am extremely proud to be putting the uniform back on to work together with the community and partners to prevent crime and protect the vulnerable. Having worked most of my career in the east of Leicester and the eastern county I feel I know the area, but really want to personally connect to the community. Being based at the heart of the Belgrave in the Neighbourhood Centre, covering the Ward as the Sergeant I feel I will achieve this.

I have been working for Leicestershire Police for the past 14 years in a number of roles primarily in the Loughborough and Charnwoo0d areas prior to working as a response Sergeant covering Hinckley & Blaby.

The Neighbourhood Team will be working with the community to prevent Chain Snatches in the area, we will be running the "cover up " campaign to protect people becoming victims and target those that cause us harm around this offence.

The Cover up campaign has resulted in a 40% reduction in chain snatch offences compared to the previous year. Advice has been issued around keeping yourself and your property safe when out in the community. This information will be fed back at the next ward meeting and officers will continue to advise the community and offer reassurance patrols.

To reduce instances of anti-social behaviour and drug dealing on Baseball Walk and surrounding areas. We hope to achieve this by intelligence led Policing, targeted patrol and working with partner agencies. Regular reviews will be made to assess the level of the problem and whether or not any progress has been made. We hope to see a significant reduction in crime and ASB over the next 3 months.

Consultation with Partner agencies has evidenced that over the last 3 months incidents have drastically reduced. The team will continue to monitor the location as part of their patrol strategy but they will now look to concentrate on other locations where problems have been highlighted as part of consultation and engagement.

There are a number of off licences on the Belgrave area which encourages street drinking. With this the Neighbourhood Beat team see a large number of complaints in ASB stemming from the street drinking like littering, noise nuisance and public order offences.

Our work and patrols around the street drinking issue have continued and our calls in relation to street drinking have significantly reduced. Patrols have shown that the instances of nuisance street drinking have heavily reduced in the area. We will continue to monitor the issue as part of our general patrols of the area.

Many of the reports state crowds of people have been gathering causing issues and being intimidating to local residents. In some instances there have been drug use and dealing has been seen, leaving local residents feeling vulnerable for fear of reprisals and as a result not calling the police when the incidents occur.
Residents on the St Mark’s Estate and surrounding areas up to Belgrave Road have also been victims of street Robberies often targeting women travelling alone, however males have also been victims, looking to take mobile phones/ handbags and necklaces.

An increase in patrols and work from our High Harm PCSO's has led to a significant reduction in robberies and reported ASB in the area. Neighbourhood Watch has been started around Munnings Close and significant improvements have been seen by the residents.

Parking is an issue on Doncaster Road, on the pavement and now parking alongside cars already parked on the carriageway. This can completely block the highway at times. The houses have no off street parking and only street parking available.

There has not been many incidents reported to the police as the residents in the Belgrave area are often reluctant to make the phone call.

However, residents have reported directly to the city wardens and to the police patrols that pass by.
Patrols have been conducted and we found that vehicles were double parked and left on the main carriageway.

We have successfully started the Belgrave Day of Action which has continued to run on a monthly basis to address all parking issues on the Belgrave area. This has now successfully been incorporated into the general duties of police officers and as such this plan will now be closed in place for the next pressing matter.

School parking i.e. drop off, pick-up times is a major issue on the area and cause for concern regarding child safety.

The local neighbourhood team have been very proactive dealing with this issue. High visibility patrols and poling operations have been conducted with a degree of success. Schools have been informed of our intentions and worked alongside us to ensure the safety of children, road users and the general public at large. Offences have been dealt with and parents / drivers have been advised accordingly. Although this PSP will be closed the local neighbour team will continue to include schools patrols in their everyday policing plan.

To tackle antisocial behaviour including youths gathering in their cars in Cobden Street and surrounding areas and using private industrial car parks to congregate, smoke cannabis and cause general antisocial behaviour.

We have conducted dedicated patrols and the situation has improved with less calls being reported. We have conducted consultations and visits which has confirmed the improvement in the area.

We will continue to maintain regular patrols during the normal course of our duty. This PSP is now going to be closed.

To tackle the issue of street drinking and the antisocial behaviour associated with it including noise and littering in the area of Weymouth Street, Harrington Street, Sandpit park and the BUSM estate.

This was dealt with by a multi-agency approach led by the police.
The local DNO'S have conducted many high vis patrols, which has had a significant impact in the areas of concern and thus have much improved. Most of the work relied on officers educating people about their behaviour and the impact it has on the wider community.
Youth workers assisted in cleaning up the areas, Council located new signs and leaflet drops were conducted by officers and council staff. Patrols were also included in the Operation Nighthawk, which ensured areas were being patrolled when they were most at risk. Local officer will continue to monitor the situation to ensure there is no re-occurrence during the warmer months.

We are tackling anti-social behaviour such as drinking, littering and noise in the area behind Gibbons Close and Rawesthorne Walk caused by groups of youths.

This problem solving plan is now closed. St Marks housing have confirmed that they will have funding to make environmental improvements to the location in the near future. The local police team have used their powers to disperse people from the area causing anti-social behaviour. The area has been regularly patrolled and will continue to be so as part of our commitment to a safer neighbourhood. Local residents have been updated with the action taken and have been assured that this area will remain a priority for the team as part of daily business.

Anti-social behaviour in the area of Union Street, Brogue Street, and Baseball Walk caused by groups of youths playing football with some reports of damage is a priority.

This priority has now been closed, As well as the actions over the summer, including a Neighbourhood watch Scheme, events, and sports sessions, officers have increased patrols in the area which have resulted in numerous stop checks and one person being arrested for theft of bike and possession of cannabis. Regular patrols will continue as part of the neighbourhood teams daily patrol plan.

Youths have been gathering and smoking drugs and drinking alcohol in the area of Rendell Road and the Cossington Sports Centre triangle. This is a concern, as it is affecting local community centres and businesses.

This priority has now been closed ; Officers have been worked in partnership with Sure Start, Library and the Sports Centre to set up football sessions to run twice weekly, to engage with local young people. Alley gates have been fitted to alley ways in Rendell Road, to stop anti-social behaviour in alleyways. As a result of patrols a male has been arrested in relation to drugs offenses. Officers continue to patrol the park on a regular basis and work in partnership with local agencies to reduce crime and anti-social behaviour in the area.

There has been good partnership working with the school, parents, the city council and the police. There has been a series of assemblies to raise awareness for the children and parents. There have been pro-active patrols and then an enforcement operation. Ongoing work to tackle the problem of parking outside schools is taking place at CK with school parking patrols and enforcement events at different schools across the LPU.

Ross Walk/Garfield Street: We will tackle anti-social behaviour around the new houses on Ross Walk and surrounding streets every evening between 4pm and midnight.

Since the new houses were built on the old BUSM site the police team have worked hard to set up good links between themselves the housing officers and local residents. There have been numerous multi-agency consultations where residents have been able to have their voices heard and different agencies have been able to pass on information. Policing the area will continue as part of the teams ongoing regular patrols and commitment to the area and any issues that are raised will be dealt with through established channels

Anti-social behaviour by a group of up to 30 youths, committing crime and public order offences, bullying local people, being disruptive and intimidating, in and around Cossington Park area, Leicester between 5pm and midnight daily.

The youths who have been causing problems in the vicinity of Cossington Park are all known to the police, and are being monitored by police patrols and local residents. This has had the effect to move them from the park area into adjacent streets/locations. We are currently gathering intelligence about their activities away from the park. A local boxing club is working with the police to secure Home Office funding, that, if granted, will enable those youths who are interested, to be diverted away from crime and anti-social behaviour. This priority has caused the local community to work closely with the police and existing, good relationships have been further enhanced.

Update: Throughout the year numerous positive actions have taken place in relation to this priority. Good partnership working in the area has been established and will continue. Members of the group causing anti-social behaviour have been targeted and there have been many positive results at court relating to public order, robbery, theft and other offences. Targeting anti-social behaviour around the Cossington park area remains a key part of policing for the Belgrave and Latimer neighbourhood team.

Update: All members of the Belgrave and Latimer neighbourhood beat teams worked together on this priority to achieve the following results:

27 people received warning or banning letters in relation to anti-social behaviour;

6 people have been convicted of a variety of criminal offences including several types of theft, robbery, possession of controlled drugs with intent to supply, witness intimidation and public order offences;

1 person received a final warning for theft;

Police personnel worked in partnership with youth workers; established the Belgrave and Latimer Crime and Disorder Partnership, a multi agency forum; attended many local meetings to focus police action and reassure local communities; participated in targeted action against premises selling alcohol to underage drinkers which contributed to ant-social behaviour (test purchasing); increased a programme of community consultation in the area; increased a policing presence in the area utilising members of the beat teams as well as Response Officers, and the deployment of specialist officers from Force Headquarters; used the media and radio to promote good work in the locality.

This priority has been closed, effective from December 2011.

Ross Walk/Garfield Street: We will tackle anti-social behaviour around the new houses on Ross Walk and surrounding streets every evening between 4pm and midnight

Officers have increased patrols in the area and are working with local housing office to reduce the incidents of anti-social behaviour in the area. One of the beat team Officers, PC Askham is introducing a Neighbourhood Watch scheme in the area, and complaints are reducing noticably. Patrols will continue in the location, and the situation is being monitored.
Update: Complaints have been received about street football, and PC Gary Bailey is exploring the possibility of diverting local youths towards the Waterfront Boxing Academy, for more worthwhile activities.
Update: Good links with the Housing Dept have been developed, and no new issues have been identified. Complaints have reduced, police patrols continue as normal. A Patchwalk was completed in Garfield Street, and actions have been identified that require partner agency involvement, e.g. clean-up of area, improved street lighting, test purchasing at Lucky Stores.

High visibility foot and cycle patrols introduced, and targeted operations have been conducted. Partner agencies have worked with the beat team to find long-term solutions to problems, and officers have dealt robustly with offenders. There have been arrests for robbery, possession of drugs with intent to supply and handling stolen goods. Those committing anti-social behaviour have been identified and warning letters have been issued.

Working with the Belgrave Business Association, to reduce the likelihood of types of theft in jewellery shops in the area by developing the relationship between neighbourhood officers and business owners, and increasing the number of crime prevention initiatives in the area.

Regular meetings involving officers and local jewellery shops have improved communication. Advice has been given by the Crime Prevention Officer and security at jewellers has increased. Officers conduct daily visits to jewellery shops whilst on patrol. A retail radio scheme is being established to improve communication between shops, and radio's have been purchased for officers working on the beat.

Officers regularly patrol the Belgrave Road offering reassurance to the business community. Monthly meetings between jewellers, police and council have been established and ways are being explored of making the area generally a safer and more attractive location to visit. Crime prevention advice has been offered to all businesses. The City Watch scheme is being expanded to include all jewellers. This is an ongoing initiative, and all parties are committed to improving security at jewellers, and in the area as a whole. On Tuesday April 12 a successful "smoke screen" crime prevention display was conducted at Bipin Jewellers in Belgrave Road, at which TV radio and press attended together with police officers.

Anti-social behaviour by a group of up to six youths, loitering near the recreation ground, intimidating local people by using bad language and drinking alcohol in and around the Cossington Street area, between 5pm and 6pm each evening.

During the last eight weeks officers have conducted a large number of high visibility patrols in the area and also plain clothed operations.Four offenders have been identified and anti-social behaviour warnings have been given. Three youths have received three month banning notices from the library. A community consultation is planned at the library on April 2, and there is a multi-agency health day planned there on April 9. This is an ongoing initiative and officers will continue to conduct regular patrols over the coming months.

Incidents of anti-social behaviour including minor damage, graffiti and inconsiderate behaviour in and around Canterbury House, Melton Road, between 5pm and the early hours.

Officers have conducted a large number of uniform patrols in the area to deter and identify offenders, and provide reassurance for the residents. Riverside housing have assisted in combating the problem by employing a security guard to work at key times for a period of five weeks and by improving the security of the external door. The neighbourhood police team will continue to work with the housing association and hope to establish a neighbourhood watch scheme in the near future, so that residents will not have to tolerate anti-social behaviour in their building.

To deal with street drinking and littering by local young people outside of the commercial units on Halkin Street between 8pm and midnight daily.

There have been regular high visibility patrols and a plain clothes operation in the area. More than 15 people have been searched and a cannabis caution for unlawful possession has been given. Links between the neighbourhood officers and the local residents have been strengthened and a Neighbourhood Watch scheme has been established, which we will continue to support. We also encourage residents to report further anti-social behaviour incidents. This priority will now be closed, but continue to be monitored.

To deal with street drinking, littering and anti-social behaviour on Garfield Street by young people between 6pm and 1am daily.

Officers have conducted regular patrols and as a result, incidents of anti-social behaviour have decreased, with only one incident being reported in that period. We will close this priority, but continue to monitor the situation. We are also keen to assist residents to set up a neighbourhood watch scheme and urge anyone who is interested to contact the team.

To tackle problems of inconsiderate parking, abandoned and speeding vehicles on Doncaster Road, between the junctions of Harrison Road and Glendon Street throughout the day and evening.

There have been over 20 targeted patrols in the street. A multi-agency operation involving Vinci parking, street wardens and the police took place on December 8, resulting in several parking notices being issued, and communication with local businesses. The neighbourhood team will continue to work closely with the council and residents to ensure regular enforcement continues.

To continue to tackle anti-social behaviour relating to young people, drugs misuse and criminal damage on the St Mark's estate in conjunction with the local Housing Department.

By assessing what has been achieved during the two years that this has been a priority for the Police and the Housing Department. Significant resources have been dedicated to this area by the Housing Department. Gates have been installed at every external stairwell to deter young people from congregating in them, all of the internal communal areas have been decorated and new â??electronic keysâ?? are in the process of being installed throughout the area. During the same period, 172 offences under the Misuse of Drugs Act were detected by the police. These have been predominantly in relation to possession of cannabis but have also included the production of cannabis, and the possession and supply of Class A drugs such as heroin and cocaine. During the last three months there have been no reports of criminal damage within the area and only five reports of anti-social behaviour. Recent surveys of the area completed by local police and housing officers have found that there are very few instances of graffiti or damage and police patrols have seldom found young people in an anti-social setting. The St Markâ??s estate will continue to receive the level of policing that it requires.

To deal with illegal and obstructive parking outside Abbey Primary School in Bruin Street at the beginning and end of the school day.

By visiting Bruin Street during the peak times and acknowledging that there was a considerable volume of vehicles both parking illegally and causing a general obstruction whilst taking children to, and collecting them from, the school. We initially displayed a notice in relation to the dangers of this practice and gave advice notices and verbal warnings to offending drivers. Latterly, some drivers have been issued with fixed penalty tickets for parking in dangerous positions. Having raised awareness of these issues with local drivers we will be moving on to other areas to concentrate our efforts, whilst continuing to visit this and the other schools in the locality during our normal patrols.

To tackle anti-social behaviour relating to young people, drugs misuse and criminal damage on the St Mark's estate, in conjunction with the local Housing Department.

We have carried out regular patrols by officers in both plain clothes and uniform, resulting in 34 people being dealt with for drugs offences during the last six months. This has primarily been in relation to cannabis use but has also included the recovery of other types of drugs. Two people were arrested in relation to a spree of â??graffiti taggingâ?? around the area and have admitted several offences. We intend to maintain our efforts in this area working closely with our partners from Leicester City Council Housing Department.

To deal with fly-tipping and intimidation of local residents by groups of young people congregating on the Ross Walk footpath (between Marjorie Street and Roberts Road) on a daily basis during the evening.

We responded by working with the local Leicester City Council Community Warden to arrange for additional waste bins to be provided in the two â??city gardensâ?? that had been highlighted by Neighbourhood Watch Groups. More frequent refuse collections are now in place and warning signs have been erected in relation to dog fouling in the area. Targeted patrols by local Police Officers, Police Community Support Officers and Community Wardens have been successful in reducing the numbers of people congregating in the area and ensuring that their behaviour is appropriate when they are present. These patrols will continue to enable any emerging problems to be addressed quickly, without affording the opportunity to escalate.

Working in partnership with Belgrave Business Association, developing the relationship between neighbourhood officers and business owners, to introduce crime reduction initiatives, to reduce the likelihood of crime in jewellery shops in the Belgrave Road area of Leicester at all times. This priority is now closed.

Following robbery and thefts in the Belgrave area there are understandable concerns amongst the business community, who in some instances have been targeted by thieves. Some of the jewellers have requested panic alarms, and 20 have been provided by the police. A retail radio scheme has been started amongst the jewellery shops in the area, and police have been asked to provide an increased uniform presence at the time shop premises are closed, for the purpose of reassurance and confidence.

Update:
Communication has greatly increased, and improved:
A joint e-mail has been set up and regular e-mails are now sent to the jewellers in relation to suspicious incidents/ good work/ crime prevention advice
The jewellers now have their own radios, although this system is not without fault due to range issues it has certainly been one of the best outcomes for this PSP. There have been numerous examples of joint work between the NHPT and the jewellers in relation to them calling up suspicious incidents and officers being able to attend. The jewellers also freely ring the office if they want to report and suspicious activity
The jewellers are now well organised with three spokespersons. They have regular meetings which the police attend. They have appointed a chairperson Mr Ratilal Govind who is the head of the Belgrave Neighbourhood Watch scheme
Consultation event on May 11, 2011 and officers gathered all details about the jewellers- i.e points to cover/ contact details.

Crime prevention:
Sgt Widdowson has offered the jewellers crime prevention surveys by PC Cook, City BCU crime reduction officer, on several occasions. This has been taken up by all the targeted shops. The offer still stands if any of the jewellers want a crime prevention advisory visit.

During the year many jewellers have updated their security- fitting double doors/ smoke cloaks/ the radios/ a guard dog

CCTV has been re-positioned to be pointing towards the shops

The future
Regular meetings will continue with the jewellers. High visibility patrols by the beat team and use of the jewellers radio has become part of standard practice.
I am in the process of setting up a data sharing protocol similar to that used by City Watch so I can share with jewellers photos of current burglars, so they can inform us if they enter their stores trying to sell gold. I am exploring the possibility of a self defence training session for jewellers, conducted by PC Cook as they were all very interested in his presentation on the subject of Use of Force.

A number of people have been arrested for committing crimes against jewellers shops in this area. They are slowly moving through the justice process and are likely to receive custodial sentences.
