The Rushey Mead neighbourhood includes a mixture of residential premises and industrial units. There is a large rural area, Watermead Park, which is a wildlife sanctuary with open green spaces. The two secondary schools in the area are significant community assets and local officers have developed strong links with the pupils and staff.

Hello everyone I am the new Dedicated Neighbourhood Sergeant for the Northfields, Tailby and Morton estates beat (NE13).

I have been a police officer for 16 years and have a wide and varied background in policing. I have worked on Tactical Support, pro active and Force priority teams as well as investigation units.

This is my first opportunity to work closely on a day to day basis with our communities and partner agencies, I am very much looking forward to this.

My overriding aim is to make the area a safer and better place to visit and live.

I joined the Constabulary as a PCSO in 2006. My primary focus is neighborhood safety and forging closer links with the community. I joined Leicestershire Police in 2004, and was initially based at Keyham Lane police station. I moved to Spinney Hill Park police station in 2007 where I worked as a Neighbourhood Officer in the Rowlatts Hill area and spent a year on the Neighbourhood Action Team. In June 2009 I moved to the city centre to work in the Intelligence Unit where I spent two and a half years. In January 2012, I returned to Spinney Hill Park police station to work on the Coleman Ward?s Safer Neighbourhood Team. I am looking forward to the new challenge of the Rushey Mead Beat.

Motorcycles being ridden around the area in a dangerous manner. The motorcycles do not display any VRMs and the riders are not wearing helmets and use balaclavas and scarves to conceal their identities. They are riding on public roads as well as park areas. They are driving dangerously, pulling wheelies and driving at speed

To reduce the number of burglary offences on the Rushey Mead Ward. In an effort to be most effective, local officers aim to achieve this priority by working with partner organisations and the local community to reassure and safeguard the community. Users of Watermead Park are becoming increasingly upset and annoyed by the conduct of other park users. The assumption would seem to be that large groups of families are having barbeques and parties and leaving litter.

The community has also identified inconsiderate parking and associated ASB on Alderton Close during the summer periods.

We are happy to report that the issues have died down and no further reports have been recieved around the Alderton Close area.

Reports are being received around the Troon Way and Melton Road in relation to driving offences which include speeding, dangerous driving and using car parks for meetings to smoke drugs and drink alcohol.

Number of calls have fallen regarding parking issues around the location. The use of police Beat Bus has meant that officers are more visible to members of the public. Operations will continue going forward.

BRAEMAR ROAD PARKING ISSUES:

Residents from the area have reported that there is an issue with inconsiderate parking, which is causing congestion and issues for other road users. This is also causing problems for pedestrians with restricted access.
There has previously been a police response to this issue, which was managed effectively.

The council have introduced plans for a new parking scheme which looks to reduce the issue around parking. There have been no further calls regarding these issues and residents remain positive about actions taken to try to solve the issue.

School parking i.e. drop off, pick-up times is a major issue on the area and cause for concern regarding child safety.

The local neighbourhood team have been very proactive dealing with this issue. High visibility patrols and poling operations have been conducted with a degree of success. Schools have been informed of our intentions and worked alongside us to ensure the safety of children, road users and the general public at large. Offences have been dealt with and parents / drivers have been advised accordingly. Although this PSP will be closed the local neighbour team will continue to include schools patrols in their everyday policing plan.

Operation Tiger and Operation Physical have proved beneficial recently with two prolific offenders being arrested.

To tackle antisocial behaviour including drinking, drug misuse, littering, graffiti and youths on motorcycles on Rushey Fields park.

Rushey Fields is a public park which covers both the Rushey Mead and Belgrave Wards.
The park is currently suffering large amounts of antisocial behaviour.

The police have increased high visibility patrols in this area, which in turn has had a significant impact and thus a reduction in ASB. This also formed part of the Operation Nighthawk patrols ensuring that patrols were being maintained at the risk times.

Address concerns of inappropriate parking problems in the Braemar Drive area forcing pedestrians and wheel-chair users into the road.

Following extensive consultation and engagement between Police, local councillors, Leicester City Council and local residents the footpaths are now generally free from obstruction along Braemar Drive. Thank you to all those involved in improving the situation and safeguarding vulnerable members of our neighbourhood.

To tackle anti-social behaviour on the parks, including Rushey Fields, Watermead Country Park, and Appleton Park. Problems include motorcycles being ridden on the parks, small fires being set, and groups of youths intimidating park users.

Local officers engaged with local residents, conducted plain-clothed and uniform patrols, and completed a patch walk with the Parks department which identified the need for new and improved gates at the location. This priority has now been closed.

Targeted patrols have resulted in a reduction in complaints from residents. Since January there have been only two calls from Barnes Close and only three calls from Marsh Close regarding anti-social behaviour. A consultation has been completed and this has not raised any new issues. Due to the reduced amount of incidents it has been decided to close this priority.

Reducing anti-social behaviour by young people who drink alcohol, cause noise nuisance, and park their vehicles in Alderton Close between 5pm and midnight daily.

Targeted patrols have tackled parking issues,(resulting in a high number of fixed penalty tickets being issued for inconsiderate or illegal parking and numerous motorists have been advised), and anti-social behaviour. Information from residents has resulted in eight people being visited, warned about their behaviour and advised about further police action if the anti-social behaviour continues. The priority will remain in place until we are satisfied it has been resolved.

There has been a recent consultation at the location: 28 households were contacted and 16 stated there were no problems. However, 11
stated problems were continuing to occur. This centred mostly around inconsiderate parking at the location over the weekend between 6pm
and 2 am. The beat team have been tasked to visit this location during the next two weekends, and then a re-evaluation will take place.

Reducing anti-social behaviour by young people, who loiter, cause noise nuisance, drop litter and intimidate residents in Nagle Grove, Leicester between 6pm and 2am daily.

After a recent consultation within the Grove it has been identified there has been a reduction of anti-social behaviour at the location. Although there are a small number of incidents still occurring, it is not at a level that requires a problem solving plan. Officers have recorded numerous visits to the location, but no complaints have been recorded. There have only been four calls from members of the public regarding anti-social behaviour during the last six months. It has been decided to submit this plan for closure, however should the problem re-occur the plan will be re-opened. On April 20, 2011 Sgt Nimblette confirmed that authorisation had been given to close this beat priority. It will be archived during the next quarter.

To tackle anti-social behaviour by young people parking on Alderton Close who drink alcohol, smoke and play loud music between the hours of 5pm and midnight daily.

Targeted patrols in the locality by the Neighbourhood Policing Team and Officers dedicated to the the anti-social behaviour car have identified people responsible for causing anti-social behaviour. Their names and addresses have been obtained, and they have been given verbal warnings. The issues are still ongoing, but complaints have significantly reduced. A meeting was called, with members including residents of the close, local businesses, Leicester City Council, Parks Dept, and local ward councillors. Concerns were raised in relation to lighting provision in the area, and parking issues. This priority will remain in force and we will continue to work together in partnership with local people to achieve a successful resolution.

Targeted patrols in the locality by the Neighbourhood Policing Team and Officers dedicated to the the anti-social behaviour car have identified people responsible for causing anti-social behaviour. Their names and addresses have been obtained, and they have been given verbal warnings. We have liaised with shop staff and residents about the problems and also with those responsible. We have considered the causes of the problems in this area and completed a crime prevention survey. Complaints at Tesco Express have significantly decreased, however similar issues at nearby Barnes Close and Marsh Close and have remained constant. This priority will now be re-drafted to focus attention at Barnes Close and Marsh Close.

We have targeted patrols to the area at the times stated by both the NHPT and the ASB car, we have identified persons present and dealt with them. The issues are still ongoing and we are currently arranging a Multi Agency / Residents meeting with the Residents, Council, Parks and local Councillors. This PSP will be carried over to facilitate this meeting, discuss the ongoing problems and deal with the issues raised target the offenders.

To tackle anti-social behaviour by young people at Tesco Express on Humberstone Lane who intimidate shoppers, residents and staff between the hours of 6pm and 10pm daily.

We have patrolled the area regularly with our NHPT / and ASB car and engaged with young people when located, we have liaised with shop staff and residents about the problems and those responsible, and considered the causes of the problems in this area and completed a crime prevention survey there. As a result of this the problems in the area have significantly decreased. This PSP will remain but will be re worded to facilitate a potential displacement from this location to Cookson Park by the core problem group.

To continue to deal with speeding cars on Gleneagles Avenue, particularly at school start and finish times.

By training our officers in the use of speed enforcement equipment and conducting speed enforcement operations. Advice letters have been distributed through the affected schools, and patrols have been carried out around the schools at key times to deter speeding and nuisance driving. Several vehicles were stopped and words of advice given and enforcement action has been taken with drivers found to be speeding. This priority will now be closed.

To reduce assaults and robberies occurring on 'Rushey Fields', particularly during the mid afternoons and late evenings.

We have addressed this by patrolling the area, conducting covert operations in plain clothes and arranging community events on the fields. This has meant that there have been no robberies at this location this year and a dramatic decrease in violent crime. Of the four people previously arrested for robberies in this area, three pleaded guilty at court and received sentences involving time in prison.

Due to the large success of this endeavour, a new area will be chosen to focus on in the future.

Reduce burglary, robbery and vehicle crime through target hardening, for example by distributing window locks in the Rushey Mead ward daily. Priority closed.

Reducing house burglary is a key priority for officers working on Rushey Mead neighbourhood beat. A three month long initiative was launched on July 1, 2011 in which 600 window shock alarms were purchased with £500 provided by the Keyham Lane Joint Action Group, and £1,000 provided by the Leicester City Council Rushey Mead ward meeting. Hotspot burglary locations as well as house burglary victims were visited by officers, and the alarms were installed free of charge. During the project period, 687 homes were visited by the beat team and 405 window alarms were installed. This has assisted in reducing the amount of burglaries in the area. Rushey Mead ward have recently experienced a three week period without any burglaries at all.

The crime reduction operation has been very successful, and has been
extended to cover other beats on the LPU. So far two LPU operations have targeted Belgrave and Charnwood beats, in addition to Rushey Mead. This operation has resulted in 2054 addresses being visited and 1156 window shock alarms have been installed. This operation will run for a further three weeks, and will cover Hamilton and Latimer wards. It will cease on 23rd November when the PSP will be closed.

Reduce complaints of anti-social behaviour and illegal and inconsiderate car parking in Alderton Close, Leicester, between 5pm and 2am daily. Priority closed.

Police patrols, supported by information provided by residents, resulted in 15 people being warned about their anti-social behaviour in cars in the close. In addition car parking has been controlled after the introduction of double yellow lines parking restrictions in the close by the Highways Dept of Leicester City Council. The car park at Watermead Park has now been made available to members of the public after the completion of re-surfacing work. This has also alleviated the car parking issue. THIS PRIORITY HAS NOW BEEN CLOSED.

To tackle instances of anti-social behaviour by young people at Nagle Grove, Leicester, who intimidate residents, hang around causing noise disturbance, and leave litter in the local area between the hours of 6pm and 2am daily.

We have conducted both high visibility and plain clothed patrols of the area at varying times of the day. We have explored the use of CCTV and utilised the anti-social behaviour (ASB)car to try to locate and identify people causing the ASB. By conducting a patchwalk in the local area, incorporating into this a community consultation we have identified that the reason this is happening is due to the actual make up of the local area and alleyways nearby. We have worked with our partner agencies and Street Based Teams have been employed in the area to assist in identifying and working with these young people to try to find out why this ASB continues. At present no one has been found to be responsible, the issues still continue for the residents and this will remain the Neighbourhood teams priority.
