I have worked for Leicestershire Police for 6 ½ years and have spent the last 6 years at Hinckley at first on response but later on the Beat Team and Hinckley.

My main objective whilst working at Barwell and Earl Shiton is to tackle the issues that affect people most whether they are crime or anti-social behaviour.

I am PC 1458 Matthew Lanigan and I have worked for Leicestershire Constabulary since 2009.

From November 2014 I will be working within the Dedicated Neighbourhood Team for Earl Shilton and Barwell.

I aim to reduce crime and anti-social behaviour by being proactive and engaging with the community and partnership agencies. I am committed to supporting, protecting and improving the lives of the individuals within the community I serve, dealing with the issues that matter to them.

The Earl Shilton and Barwell Dedicated Neighbourhoods Team have become aware of several reports of mechanically propelled vehicles being driven in an anti social manner in the area of Astley Road and Hallfield Park, Earl Shilton.

We have had no calls for a while now. Advice was given to a member of the public believed associated with this type of ASB.

The Earl Shilton and Barwell Dedicated Neighbourhood Team have received information that HGV vehicles are parking up on the layby off Leicester Road Earl Shilton in the evenings. As a possible consequence of them being there the team and our partners have been made aware that there has been an increase in anti-social behaviour in the area. The anti-social behaviour consists of loud music being played, lewd behaviour and human excrement being deposited at the location.

Partnership work has been carried out, patrols were increased. Appropriate signage was established. Reports from the area have reduced drastically. This priority has been closed.

The Earl Shilton and Barwell Dedicated Neighbourhood Team have received information that there has been a recent rise in vehicles using the turning point at the bottom of Breach Lane, Earl Shilton. There is evidence to suggest that the occupants of these vehicles are causing ASB in the area and discarding litter and drinks cans and used syringes suggesting misuse of drugs.

Earl Shilton Town Council, business owners and local residents have raised some concerns about Anti social behaviour on Wood Street.

The ASB manifests itself a group young teenagers congregating, making excessive noise, intimidating passers -by and littering.

Top Town Barwell.The Hollow Earl Shilton tiger territory

Tiger Territories have been identified where 3 years of crime pattern analysis have shown that the amount of crime and/or ASB reported as a proportion of the total force crime is out of proportion with the size of the area.
Over the 3 year period the most common call type is of ASB roughly equating to 1 every 3 weeks. Most of these are categorised as nuisance
Objective.
To reduce the number of recorded incidents within this area. Reduce the number of calls regarding these incidents to the Leicestershire Police.

To deal with ongoing parking issues on Mill Street in Barwell. There is a section of road governed by solid white lines and residents continue to park adjacent to the pavement causing other road users to breach the solid lines. This is a an offence and a breach of the highway code. Officers are currently working to resolve the problem.

All revelevant partner agencies have been appraised of this matter and the County Council Highways Department are now looking at this matter. The situation of the double white lines being at this location are under review by the highways department. there is no further action for the police at this time but enforcement when duties permit.

To tackle driving offences around schools in Earl Shilton and Barwell

There have been no recent reports of damage to motor vehicles, or accidents / injury to members of the community as a result of parking issues outside of schools. Whilst ongoing liaison with the schools is important, the 'problem' with the schools on the whole has been addressed positively. At least two of the schools cause no issues at all (Heathfiled and William Bradford) as their on site parking does not encroach on the road and students walk/get the school bus.

All schools have been spoken to about the schoolgate parking banners and the possibility of purchasing them and regular contact will be mainatined via email.

This priority will be re visited if the public raise concerns about the issue again in the future.

Over the course of the last 6 months reports of ASB and other offences have dramatically decreased. Positive action has been taken resulting in arrests and court appearances for offenders.

Drug dealing in Barwell and Earl Shilton, In public places

There have been some real successes over the last few months. One adult female from the area has been charged and remanded in custody for supplying heroin. The Neighbourhood beat team and Neighbourhood Action Team targeted a number of addresses in Barwell and Earl Shilton in July arresting nine people and recovering evidence of supplying cannabis and heroin. Eight people have now been charged with Supplying Class A and B drugs. These operations will continue where we have evidence of drug dealing.

Speeding will continue to be an issue in these areas which the neighbourhood policing team will continue to monitor. The Neighbourhood team will continue to work with local residents who have concerns regarding speeding in their community and there have been discussions with the local community regarding setting up a Community Speed Watch.

Nuisance use of motorbikes and off-road vehicles at Weavers Spring Park and the Mill Lane area, Earl Shilton, between 1pm and 8pm each day.

During October 2010 a 20yr old male was caught riding his motorcycle on the park area on Weavers Springs in Earl Shilton. This resulted in him being issued a warning notice, meaning that if he is found using any motor vehicle in an anti-social manner again, during the next 12 months, his vehicle can be seized. A father and young son were also caught using a â??Mini Motoâ?? on Burbage Common, they were given a verbal warning on this occasion.

Following speeding complaints on Church Street and Hinckley Road Earl Shilton we carried out monitoring. During the last four months approximately 30 vehicles were found to be travelling over the 30mph limit out of approximately 200. 10 of those were over 40mph. The beat team are continuing to monitor these locations

During August damage was caused to trees in The Cemetery in Earl Shilton. Four young people agreed to pay for the damage they caused. A young personâ??s parents were also sent an advice letter regarding his anti social behaviour on Radford Park, Barwell. During November a member of the beat team caught four young people letting Fireworks off in the park on Wood Street in Earl Shilton. This resulted in anti-social behaviour advice letters being sent to their parents.

by dealing with 11 incidents of anti-social behaviour and four incidents of damage in the areas we said we would concentrate on. From this we have identified offenders and sent warning letters to them and their parents. This has been shown to deter further misbehaviour, and could be taken into account by a court if the individual is involved in more trouble.

Drug dealing in Barwell and Earl Shilton.

We continue to execute drug warrants in and around
Earl Shilton and Barwell. There have been numerous
successes. There are known drug dealers currently on
remand as a result of excellent work done in conjunction
with the Neighbourhood Action team in and around both
villages, to tackle this problem; which seriously affects
the community and has a negative effect on everyone.

To tackle criminal damage, public order and theft in the Alexander Avenue, Earl Street, Almeys Lane and High Street areas of Earl Shilton.

By continuing to target this area of Earl Shilton and we
have had some success. We are putting officers into

problems which have been highlighted to us. We will
continue to do this in a concerted effort to make
residents' quality of life better and improve confidence in
the policing service in and around Earl Shilton.

By continuing to target drug dealers and we have has
some success in this area. A recent operation resulted
in two people being arrested for drug dealing - they are
currently on remand. In addition Operation Ugly
Duckling also resulted in several arrests for drug
offences. This sends out a clear message to people that
the police are actively targeting known drug dealers by
any means available in order to bring these people to
justice and reduce crime in the areas of Barwell and
Earl Shilton.
