Valley Leicestershire Police Police Local Neighbourhood

The Valley neighbourhood beat incorporates the villages of Kegworth, Long Whatton, Diseworth, Belton, Osgathorpe, Swannington, Breedon on the Hill and Castle Donnington and the Donington Park Race Circuit.  These towns and villages have a number of shops, pubs, schools and colleges .

It is a large neighbourhood area covering almost half of the local policing area and is mainly rural with farms, shops and schools spread across the area.  The M1 motorway and A42 passes through the centre of the area allowing to excellent transport links and has attracted a number of large businesses to the area including the TNT Eurohub and Enstone Quarries at Breedon.

Nick Leeland Sgt

I joined Leicestershire Police in 1999 as a Police Officer before being promoted to Sergeant 12 years ago. My career has covered a variety of roles predominantly in North west Leicestershire and Charnwood areas with the Priority Response Team.

I have inherited 3 dedicated beat teams with a wealth of knowledge for the local area. I intend to continue the good work and links that have already been made, working closely with local Communities and partner agencies on the Coalville and Valley beats to solve issues at the heart of the community.

Louise Gravenall PC

I have been employed by Leicestershire Police as a police officer since 1993. During that time I have worked at both city and rural locations throughout the force area. I have also worked as a domestic violence officer at Loughborough Police Station. I am also currently an equality support worker within the force which involves me supporting colleagues.

In my previous roles I have worked closely with partner agencies. I aim to continue this work in order to help resolve issues within the Valley Beat area.

My previous role was as a member of the beat team for Coalvillle Town centre where I worked closely with partner agencies to resolve local issues.

I shall continue to consult with members of the community in an aim to resolve local issues where I can.

Steve Harrison PC

I joined Leicestershire Police in 2004. I started my police career at Coalville, where I completed my probation period. I then moved to Loughborough for six months, working within the CID department and then returned to Coalville where I worked in uniform. I joined the Forest beat in April 2012 and so far I have found it very challenging yet rewarding. I have now joined the Valley beat team which is very motivated and pro-active. We are all very approachable so if you have any concerns please let us know.

Kevin Bradley PCSO I am Kevin Bradley and have been the Police Community Support Officer for Castle Donington since May 2013.

I believe the success of Neighbourhood Policing requires effective engagement and communication, which in turn will build confidence and feelings of security within the community. Working with respect, understanding and consideration to the structure of the neighbourhood community, as part of the Neighbourhood Team we aim to help tackle anti-social behaviour and minimise its impact on the lives of those effected.

I feel it is important to involve other agencies to help improve and re-generate the community, improve living standards and install confidence within a safe neighbourhood.

I joined Leicestershire Police as a PCSO back in 2008, since then I have been based in Kegworth as part of the Valley Safer Neighbourhood Beat Team. I have recently become the Rural SPOC (single point of contact) on the beat with the intention of reducing rural crime, increasing crime awareness and promoting crime prevention in the rural and farming communities. Along with this, I will be tackling anti-social behaviour, addressing any local concerns and be a visible Police presence.

That there are ongoing issues with Car Cruises on the beat and in particular the Castle Donington Area, with vehicles racing and misusing roads and private car parks. As a result the beat team will be concentrating over the coming months on trying to reduce this by both education and enforcement.

The beat team have patrolled the location heavily, issued a number of written warnings to people who have been identified as being in the areas of vehicle misuse. The team have also worked with partners to review the road layout and seek to reduce the opportunities for cruises to gather on their preferred section of road.

The Valley beat team will over the next few months be working to try and reduce the issues associated heavy goods vehicles in weight restricted zones. We will be doing this by periods of education and liaison with local businesses and partners.

The beat team have written on behalf of residents to Highways England and the County Council to seek support in addressing signage issues around the A50 J1 roundabout and work on this continues. The team have also supported Castle Donington Parish Council in setting up lorry watch. The beat team have continued to liaise through the traffic management team with the local construction sites and have addressed issues with local businesses around their lorry routes.

The Valley Beat have been consulting with residents and local partners and have identified concerns around speeding vehicles, especially in the villages. As a result over the coming months the team will be concentrating on both education and enforcement of drivers exceeding the posted speed limits in a number of the villages around the beat.

Following months of checks at a variety of locations across the area the Valley beat team and the Special Constables of the North West Leicestershire NPA have issued a number of tickets and words of advice educating a number of drivers on the issues associated with excess speed. Most recently an ANPR operation took place in Castle Donington on 04/02/17 which resulted in the recovery of 2 motor vehicles for driving offences.

Following feedback from recent consultations and community meetings your neighbourhood team for the Valley Beat will be concentrating over the next couple of months on crime prevention. They will be helping people to secure their homes and businesses in the area as well as register property with recognised online databases such as immobilise.

To support Community Speedwatch across the neighbourhood area.

Following consultations with local residents, Community Speed Watch groups and partner agencies the NN43 Valley beat team have recently carried out a Traffic Operation dealing with the highlighted issues during July/August.

In Kegworth, Borough Street, a clearly sign posted access only road, had been highlighted as being used as a ?rat run? through the village. The beat team had planned to carry out a couple of days of advisory education to drivers then follow up with enforcements.
A total of 53 vehicles where advised with regard to ?Failure to comply with a Road Traffic Sign? and 13 drivers were reported for the offence.
Ashby Road, Kegworth, a 30mph main road through the village has had electronic speed advisory signs recently erected. During the initiative, 47 vehicles where stopped and advised for minor breaches. Two drivers were reported for excessive speed.

Rempston Road through Belton Village is notorious as a fast road despite there being a 40 mph limit in place. Around 50 vehicles were checked and it was pleasing to report, all were compliant.

Attention was paid to Hilltop in Castle Donington following consultation with local residents and the Parish Council. With a 30mph limit in place, 25 drivers were advised about driving standards for minor breaches and 2 reported for excessive speeds. Interestingly both theses were local residents.

Top Brand in Griffydam and Peggs Green, both 30mph zones, resulted in 5 advisories and 4 reported for the offence.

In total 130 drivers were stopped and advised and 21 reported for traffic offences.

To reduce incidents of anti-social in the area of the Moorlands, Coleorton.

We have completed house to house consultation with partner agencies finding out what residents see as the issues affecting them. We have provided them with contact details for their Neighbourhood Officers and Crimestoppers. We have conducted regular patrols of the area engaging with residents offering them reassurance that we are dealing with their issues. One of the tenants who was seen to be a regular participant in anti-social activity has been evicted. More recently some of the younger residents have become a nuisance and we now issued the relevant ASB letters to them/their parents. Following the positive action taken by police and our partners, this beat priority is to be closed although further enforcement action will be taken should incidents arise warranting such.

Reduce incidents of anti-social behaviour around Spitfire Road, Castle Donington

We have worked with partner agencies to complete consultations with residents and to find out what issues are affecting them.
We have conducted regular patrols of the area in order to reassure residents and discourage anti-social activities.
We have identified a resident who wishes to coordinate a Neighbourhood Watch group for the area. We have served two Community Protection Warning notices and by working with partners, evicted one resident. This has resulted in a drastic reduction in reports of anti-social behaviour in the area and this priority will be closed

We have increased our patrols of the area to address this problem . 25 Section 59 warnings have been issued and a similar number of persons have been sent advice letters in relation to ASB. We have worked with the land owners who have agreed to fund ?Police Section 59 Warning Signs? at the entrances to the site, which will allow police to seize the bikes from those using the land without any further warnings being issued. We have increased patrols of the area and worked with partner agencies to deal with those engaged in anti-social activities. We have engaged with young persons in/from and discussed with them what recreational facilities were lacking and what facilities they would use. We have then worked with a number of partner agencies to implement some interim recreational facilities whilst the funding for permanent facilities is obtained. We are continuing to work with the Parish Council and other partners to achieve this goal although it is felt we no longer need this as a beat priority to do so.

To work with young people and partner agencies to reduce incidents of anti-social behaviour at Side Ley and Whatton Road park, Kegworth between the hours of 6pm and 11pm daily and to reduce the fear of crime at Norman Court Flats, Whatton Road, Kegworth during the hours of darkness daily.

by patrolling in these areas we have raised the awareness of people involved, with the impact their behaviour has on the community. During this period 4 were dealt with by restorative justice, 2 charged with ASB related crime and 2 cautioned. On 3 occasions alcohol was seized, and 2 are on acceptable behaviour contracts to manage their behaviour. This has seen their behaviour vastly improve. We have conducted frequent patrols of the Whatton Rd area and regular visits to residents of Norman Ct. We have obtained funding from the Police and NWLDC for CCTV cameras at the flats.

To reduce the amount of incidents involving vehicles being driven in a dangerous manner at events known as illegal car cruising. These meet at the junction to the A50 and the approach to Castle Donington between 9.30pm and 11pm on a Sunday evening. Also to target vehicles exceeding the speed limit travelling along Bondgate between 8am and 10am and 4pm to 6pm.

by overt police patrols on most Sunday evenings and placing police cones on the tarmac area to prevent people from observing the illegal stunts. We liaised with the Council Highways dept with a view to engineering more effective long term measures. This work is still ongoing. We have carried out proactive operations resulting in motorists being issued with notices to prohibit their inconsiderate driving. One motorist has been reported for dangerous driving, others have been dealt with by means of advice notice.

To reduce levels of underage drinking at the Bus Station, Delven Lane, Castle Donington between 8pm and 11pm daily

By organising a joint partnership initiative involving the district council, local businesses and other interested parties. Over the last three months we have conducted regular focused high profile patrols at the affected times. Although no alcohol was confiscated from young people, we took measures to disperse groups engaged or at risk of causing anti-social behaviour. Advice letters have been sent to 10 parents of individuals identified as being involved, asking parents to take personal responsibility for their children. We also worked with the Councilâ??s enforcement team, called the "IMPACT" project, to educate and advise young people of their responsibilities within the community and the risks associated with alcohol abuse. We have also worked with licensed premises, to raise awareness of this problem and ensure that licensees are not breaching the law relating to alcohol sales to young people. The outcome has been positive with a 42% reduction in reports of anti-social behaviour across your Neighbourhood. Following consultation with the community it has been agreed to close this priority.

To reduce the incidents of speeding motorists in Castle Donington, Station Road between 3pm and 6pm.

by continuing to carry out regular speed checks at a number of locations on Station Road. We have utilised the hand held Laser Speed Detection Device and the Advisory Speed Visor Equipment at the relevant times. During the enforcement, 28 motorists were given cautions/warnings, five drivers were issued with Endorsable Fixed Penalty Notices and one driver was also issued with a Non-Endorsable Fixed Penalty Notice for not wearing his seat belt. During April, covert speed monitoring equipment was placed on Station Road. Data from the equipment showed that only 13% of vehicles were exceeding the threshold set by the Association of Chief Police Officers (ACPO) of 10% +2mph. This represents a good compliance with the speed limit at that location. As a result of the enforcement and monitoring carried out, we have noticed a significant reduction in motorists breaking the law by speeding. As a result, the Road Safety Team recommended no further action in relation to this problem; therefore this priority will now be closed

by carrying out high visibility patrols during the last three months at this location in the evenings. Statistics show a 17% decrease in the number of anti-social incidents reported generally in the area of Castle Donington. We have advised and dispersed groups of young people from the bus station. On one occasion alcohol was confiscated from underage teenagers. We also carried out a joint operation with North West Leicestershire District Council Enforcement Officers which has had a positive impact - there being a decrease in the amount of visible litter at the location. We have engaged with local shops to raise awareness in relation to the sale of alcohol to underage persons. Regular checks have also been carried out by officers based at East Midlands Airport to improve visibility at the location. As the residents continue to raise concerns in relation this location, this priority will be rolled over to the next quarter

Castle Donington, Station Road between 3pm and
6pm.

by carrying out speed checks at various times along Station Road using speed detection devices. Twenty one motorists have been given verbal cautions, three have been issued with Fixed Penalty Notices, resulting in three points on their licence, and one person was summonsed to appear in Court. We have used new advisory speed equipment which shows motorists the speed they are travelling at and we have also used covert monitoring equipment to enforce the speed limit. Following consultation with the local school and Parish Council it is felt that excess speed is still a problem at the location and more needs to be done to have an impact on this. This priority will therefore carry on for another three months.

Station, Delven, Castle Donington between 8pm
and 11pm daily.

by carrying out numerous high visibility patrols in the area of the bus station and Delven Lane together with officers from East Midlands Airport. A covert operation with the Street Enforcement Officers at North West Leicestershire District Council resulted in three people being cautioned and one was required to carry out a litter pick in the village. Following a spontaneous incident, one young person is being investigated for an offence relating to being a nuisance to the public. We are continuing to monitor the area with the Street Enforcement Officers and have only had two reported anti-social behaviour incidents in the locality of the bus station. On consultation it has been decided this priority will be rolled over for the next three months to carry on the enforcement during the summer months when these offences can increase.

By carrying out high visibility patrols during the last three
months along Borough Street and Market Street in the
evenings. We have carried out regular checks with local
shops which sell alcohol, to monitor sales to young
people. We have also confiscated alcohol from young
people within the area. Statistics show a decrease in the
number of anti-social incidents reported generally in
Castle Donington. One person has been arrested for
criminal damage. We have advised and dispersed
groups of young people on more than one occasion and
confiscated or destroyed cigarettes from underage
people.

To reduce the incidents of speeding motorists in
Park Lane in Castle Donington between 8am and
10am daily

by arranging for Road Safety Team to install covert
speed monitoring equipment along Park Lane, which
established that there was not a significant problem in
relation to vehicles exceeding the speed restriction.
Between 18th November 2009 and 24th November
2009 the average speed of the vehicles was 26.5mph.
Only 0.9% were travelling in excess of 45mph, from a
total of 7713 vehicles monitored over the period. As a
result, the Road Safety Team recommended no further
action in relation to this complaint. We monitored the
speed of vehicles on various days with the aid of a laser
speed detection device over a period of three months
and issued 6 six verbal cautions to drivers, no Fixed
Penalty Notices were issued. We have also carried out
high visibility patrols during the relevant times so this
priority will now be closed.

To deal with dangerous, nuisance and
inconsiderate driving of motor vehicles as well as
Heavy Goods Vehicles which breach weight
restrictions in Castle Donington, Hemington and
Lockington. Consultation has shown this to still be
an issue and therefore this priority will be
continued for the next three months.

The number of vehicles that have been breaching the
weight restrictions has decreased in recent months due
to an increase in high visibility policing. We have
reported four drivers for exceeding the speed
restrictions within Castle Donington and five drivers
were issued with a Fixed Penalty Notice during August
and September. As this problem has reduced we will
close the priority but continue to monitor the area.

To work with young people and partner agencies
to reduce problems around underage drinking at
Spittal Park. To identify and target premises and
people who supply alcohol to young people in the
community. This priority will continue for the next
three months to ensure the good work already
done is maintained throughout the summer.

We have conducted regular patrols within Spittal Park
and have had a successful meeting with The Castle
Donington Youth Crew. This has resulted in a significant
reduction in underage drinking within the area. CCTV
cameras have now been fitted so any problems are now
being monitored and recorded for evidential purposes.
Test Purchasing Operations have been ongoing in the
area at all licensed premises to tackle the sale of
alcohol to underage people and identify those adults
who buy alcohol on behalf of young people which is a
criminal offence.

To deal with dangerous, nuisance and inconsiderate driving of motor vehicles as well as Heavy Goods Vehicles which breach weight restrictions in Castle Donington, Hemington & Lockington.

with the Safety Camera Team. 25 drivers have been
warned and eight received fixed penalty notices.
A speed survey has been carried out and 32% of
vehicles were found to be exceeding the speed limit and
liable for prosecution. As a result of this the Road
Policing Unit will also be undertaking speed
enforcement in the area.
18 fixed penalty notices have been issued to drivers
contravening the weight limit.

To work with young people and partner agencies to reduce problems around underage drinking at Spittal Park. To identify and target premises and people who supply alcohol to young people in the community.

by increasing high visibility foot and mobile patrols in
the area. Alcohol found in the possession of young
people has been confiscated and disposed of. Advice
and warning letters have been sent to inform parents of
their children's behaviour.
A suggestion to set aside a weekend to tackle the
problem of litter in the area is being progressed in
partnership with Street Enforcement Officers at North
West Leicestershire District Council.
A test purchase operation has taken place, coinciding
with the Download Festival. Whilst the vast majority of
on and off licences passed, one fixed penalty notice was
issued to an employee who served alcohol to a person
under 18. As a result, the premises licence is also being
reviewed, it having failed twice in twelve months.
The number of anti-social behaviour incidents in the
area have decreased from 40 to 28, compared to the
same three month period last year. We intend to keep
anti-social behaviour as a beat priority throughout the
school summer holiday period.
