I have been in the police for over 23 years and I have been posted in many roles during that time. This is my second time in the current role responsible for supervising the Harborough town centre, Bowdens and Harborough North policing areas. I have experience of the issues, partner agencies and communities I work with and I look forward to working with them all again.

Malcolm Roberts PC

I have spent most of my policing careeer in Market Harborough working on the Harborough and the Bowdens Dedicated Neighbourhood Team. I believe I have a very good knowledge of the area and the priorities of the local community.

I have experience of problem solving local issues and have been happy to face challenges within the community head on.

I have taken local responsibility regarding Licensing within Harborough and the District and see this as an important activity with keeping Harborough a safe and vibrant location to live in or visit. For regular updates follow the team on Twitter @LPHaborough.

I have been a police officer for the past 5 years. Prior to joining Leicestershire Police I worked with young offenders in a custodial setting.

My postings in Leicestershire Police have consisted of a response officer based out of Euston Street, a crime investigator in the Force Investigation Unit and most recently within the Safeguarding Hub with the Missing Persons Operations Team which involved managing reports of missing people including reviewing, risk assessing and identifying any lines of enquiry to locate the missing person. During this posting I was heavily involved in the ‘message in a bottle’ and the 'Herbert Protocol' schemes which are designed to safeguard and ultimately save the lives of vulnerable people.

I have joined the local Neighbourhood Police team at Market Harborough as I am looking forward to a new challenge. I am committed to making a difference and problem solving. I am keen to build bridges with our partner agencies and use my previous career experience to work with the young people of the town.

Mark Illston PCSO I am a Police Community Support officer (PCSO) for Harborough and the Bowdens.
I give reassurance and a highly visible presence on my beat. Some of my main priorities are to deal with anti-social behaviour, speeding vehicles, purse dipping and shoplifting also mobile phones and seatbelt offences.
I am always out and about on my bike in the town centre so don't hesitate to come and have a chat and say" hello "that's what I'm here for.

I am PCSO Steve Adams and have worked for Leicestershire Police since 2001 when I started as a Traffic Warden. In 2006 I became a PCSO and worked at Broughton Astley for three years and then Lutterworth followed by Harborough North which has itself a large catchment area.

We have had reports from residents of Jubilee Gardens and the wider community of Anti-Social Behaviour related to drug use.There has been increased reports of offences being committed within the flats and the nearby surrounding area. This is backed up by recent policing activity and intelligence received relating to the targeting of vulnerable persons in the area.

We have had an increase in reports of theft of handbags and purses, specifically in the area of Springfield Street, victims have been distracted whilst shopping or returning to their car. These offences have mainly occurred between 1000-1600hrs during the week. They have targeted female shoppers, it is likely that offenders have travelled from out of the district to commit these offences.

As mentioned we carried out 2 operations targeting travelling criminals, we also worked closely with local retail premises to educate and inform members of the public of this type of offence. We will continue to proactively target offenders and protect potential victims of this offence.

We have had an increased number of reports that relate to theft from vehicles, specifically power tools stolen from vans. We understand that offences like can have a more serious impact than just the loss of property and can cause financial hardship as the owners may be unable to work whilst the equipment is replaced. This offence is not linked to specific area of the beat.

There has been a significant decrease in the number of reported offences across the NPA and specifically on the Harborough Beat, this is due to increased patrols, pro-active arrests and the raising of the profile of this type of offence, a tool marking event was carried out at SDS Hire Equipment on 11th Jan where over 85 power tools were marked up. This event is being repeated on Friday 18th Jan. This priority will now be closed although the theft of tradespeople power tools will continue to be a high priority and we will carry on targeting offenders.

We have had reports from residents of Edwin Court and the wider community of Anti-Social Behaviour related to drug use and offences being committed within the complex and the nearby surrounding area. This is backed up by recent analysis of crime reports related to the address.

After the Closure Order was put in place, Police and Housing Reps visited the majority of flats to update them, all the residents we spoke to were happy with the actions we had taken, this priority will now close but Edwin Court will continue to be monitored for any further issues

Theft From Stores-We have recently had a marked increase in reports of thefts from shops in the Harborough area, this not only affects businesses and the economic local community but retail staff can feel intimidated and travelling criminals target the area and carry out other offences. The main targets for shop theft are Sainsbury’s, Waitrose and Homebase but all retail premises and vulnerable to this.

A number of serial offenders have recently received custodial sentences, we will continue to attempt to work with local retail premises and look at new innovative ways of solving this issue

We have received numerous calls regarding drug use and anti socal behaviour emanating from the area of the Shropshire Close Flats

We have worked with the relevant Housing association and they are taking action regarding the tenancy. The local community have been spoken to and they have informed us they have had a marked improvement in their quality of life since this action was taken.

There have been 2 females claiming to be collecting donations for a disability charity and asking for name, postcode and donation amount to be filled in on a clip board.It turns out that they are using this tactic to distract people and steal from their bags

We have had no further reports of similar offences over the 45 days. The pro-active patrols and increased awareness of this offence to the public seemed to have solved this current issue

Beggars have been causing issues in Harborough town over the last month. Whilst most have now left, there is one person who remains, and you have said that he can be aggressive and some of you have felt vulnerable

We had had no reports of rough sleepers in the Harborough area for over a month. If this issue was to return we have a Criminal Behaviour Order (CBO) prepared that would be put in place.

We have continued to work closely with retailers and the Harborough Against Retail Theft (HART) scheme to educate existing and new staff members and have continued the use of enforcement tactics against offenders with regards to shoplifting.

To tackle speeding on Lubenham Hill, Market Harborough.

Through pro-active and sustained deployment of a speed camera and partnership working with the County Fire Service, we have been able to make a positive impact in addressing speeding in this area. We have arranged for our local MP to visit the site to highlight the issue and worked with a local radio station to highlight the problem. During this visit by the local MP, the Fire Service were also utilised to educate drivers on the dangers of speeding, not wearing seat belts and using mobile phones whilst driving. Over 13 speeding tickets have been issued and countless more motorists spoken to in relation to the manner of their driving. Key local residents have made it known that this action has made a big difference to the problem.

Due to an increase in targeted patrolling within the park and working with local youth groups the number of reports of ASB and crime within the park have fallen dramatically compared to the same period last year, this will continue to be monitored in the future.

Targeted covert and overt foot and vehicle patrols were carried out in this area, and after working closely with Harborough CCTV and Pub Watch we can confirm no reports of crime or ASB have occurred in this area. Although this will now be closed it is an area that will continue to be watched.

To improve crime prevention and increase links between the Police and local churches due to recent high value thefts and damage. This has shown to be of great public concern in recent months.

The majority of churches have been visited and risk assessed, and those deemed most likely to be targeted by thieves have had crime prevention measures taken. This is a national problem with offenders being prepared to travel significant distances to commit these crimes. Working closely with our neighbouring forces has resulted in the arrest of suspects.

Regular high visibility patrols carried out around the town centre. Meeting have taking place with local retailers with many utilising the use of the retail radio system which retailers use to alert each other of suspected shoplifters. Officers in plain clothes have also done patrols in the area, as well officers from the Special Constabulary.

Targeting reports of criminal damage and taking action regarding a rising number of reports of anti-social behaviour that have been reported by residents in the area of Union Wharf and the associated canal. Reducing reports of anti-social behaviour (ASB) and criminal damage on Welland Park, specifically the Welland Park cafe area, during the hours of 6pm and midnight related to alcohol and littering.

Targeted patrols, robust policing using S27 notices where applicable and security advice have led to no further reports of criminal damage in the area since the priority was created. There has also been a marked decrease of reported anti-social behaviour (ASB).

Although this priority will now be closed, this is an area of Harborough that will continue to be patrolled as the park is a highlight of the district.

Reducing reports of anti-social behaviour (ASB) and criminal damage on Welland Park, specifically the Welland Park cafe area, during the hours of 6pm and midnight related to alcohol and littering.

The Safer Neighbourhood Team have carried out targeted patrols at appropriate times in response to reports from members of the public and local businesses on Welland Park. A number of warning letters have been sent regarding reports of anti-social behaviour but we are pleased to report no incidents of criminal damage have been reported to the Police.

To seek to reduce anti-social behaviour around St Mary's Road and Symingtons Recreation ground related to low level drug use, criminal damage and fire setting. Groups of youths are attracted to the area between 5pm and 11pm with associated problems which are exacerbated during school holiday periods.

The team have liaised with local premises and given advice on target hardening which has assisted in preventing any further reports of criminal damage.

Officers have conducted pro-active patrols in the area that have resulted in positive results regarding seizure of alcohol and drug offences.

To tackle anti-social behaviour(ASB) around The Square and Memorial Gardens in Market Harborough. In the form of young persons playing football, gathering in large groups blocking shop entrances, street drinking in contravention of the Designated Public Place Order (DPPO) and general rowdiness/verbal abuse to other persons. Peak times are 7 days a week 3pm to 11pm.

Over the past 6 months the Safer Neighbourhood team has completed regular patrols of this location, especially at the identified days and times. This has resulted in words of advice to young persons playing football at the location, which has been well received and listened to. A 19-year-old male has been issued with an £80 fixed penalty notice for a Public Order offence. This was as a result of the male becoming verbally abusive to officers when asked to stop playing football.

Alcohol seizures have taken place when persons have been drinking in contravention of the Designated Public Place Order (DDPO).

The new Skate Park at the Bellfields Lane Recreation Ground has assisted in reducing the amount of young persons cycling/skateboarding at this location. Feedback from local shops, Council and calls to the police have been positive in that there has been a reduction in issues at the location.

Unfortunately during the Problem Solving Plan (PSP) period a shop window has been broken as a result of football at the location. Investigations were completed and suspects spoken to but no formal action has been taken against the suspected offenders. This PSP is to be closed with the local team still paying attention to the area when on patrol.

There have been a number of proactive patrols, and at least four specific operations by local beat teams - both in uniform and in plain clothes. These have produced a significant reduction in reports of alcohol-related nuisance. Alcohol seizures and interventions by the anti-social behaviour team have also reduced the offending behaviour of certain individuals. By working closely with partners such as the town centre CCTV control room and HART stores, we have been able to get to deal with problems as they emerge. We will continue to work towards a further reduction in alcohol-related anti-social behaviour for as long as the community wants us to.

Reducing shoplifting and theft from persons, particularly from charity shops and independent retail outlets in Market Harborough.

We have worked closely with the HART member stores and partners in Harborough District Council to deal with several offenders responsible for significant numbers of crimes in our local shops. These offenders have been banned from local shops and the stores have been provided with their photographs so that they can easily be identified. We continue to work with other forces around the region to identify patterns of offending which will help us to deal more effectively with those responsible for the purse thefts within the town. Specific operations to target these offenders will continue to form part of this priority.

To date compared to this time last year we have reduced theft from persons by 33%. This equates to 6 less elderly and vulnerable victims of this offence. We have been focusing on those individuals who target elderly and vulnerable people to steal their purses. In the past three months we have reduced the number of victims by 75% compared to the three previous months. Reducing shoplifting and theft from persons in particularly in charity shops and independent retail outlets in Market Harborough

We have worked closely with the HART member stores and partners in Harborough District Council to deal with several offenders responsible for significant numbers of crimes in our local shops. These offenders have been banned from local shops and the stores have been provided with their photographs so that they can easily be identified. We continue to work with other forces around the region to identify patterns of offending which will help us to deal more effectively with those responsible for the purse thefts within the town. Specific operations to target these offenders will continue to form part of this priority.

Reducing purse thefts and shoplifting particularly
in charity shops and independent retail outlets on
the High Street, Market Harborough.

By issuing purse bells and chains and by targeted use of CCTV we continue to try to reduce the numbers of victims within the town centre. We have worked closely with colleagues in the Community Safety Partnership in striving to educate local shops and raise awareness among potential victims. Consultation shows that this problem is ongoing and so this priority will continue.

Reducing and preventing alcohol induced public
disorder, assaults and nuisance in the areas of
Coventry Road, High Street, Church Street and St
Mary's Road, Market Harborough.

By working closely with partner agencies including the town centre CCTV control room staff we were able to specifically target known offenders. Several arrests were made for serious criminal damage offences and we have received positive feedback from the community.

Addressing the anti-social behaviour of gathering
youths within Market Harborough and reduce the
acts of criminal damage caused by their
behaviour.

By carrying out specific targeted patrols at peak times we have been able to disperse the larger groups from the town centre. By working closely with Pub Watch and the town centre CCTV control room we have seen a reduction of on street incidents in the local area. Work on this priority will continue for the time being.

To prevent alcohol related nuisance and public order offences in the Coventry Road, High Street, Church Street and St Maryâ??s Road, area of Market Harborough.

With proactive patrols by local beat teams - both in
uniform and in plain clothes. These have produced a
significant reduction in reports of alcohol-related
nuisance. Alcohol seizures and interventions by the antisocial
behaviour team have also reduced the offending
behaviour of certain individuals. By working closely with
partners such as the town centre CCTV control room
and HART stores, we have been able to get to grips
with problems as they emerge. We will continue to work
towards a further reduction in alcohol-related anti-social
behaviour for as long as the community wants us to.

To address the problem of youths gathering and causing anti social behaviour and criminal damage within Market Harborough town centre.

By making increasing use of head-cams and acceptable
behaviour contracts, which has made it easier to police
the most prolific offenders. During recent weeks and
months Harborough town centre has seen a significant
reduction in the numbers of reports of youths gathering
and anti-social behaviour. We will continue to work
closely with our partners at Harborough Town CCTV
control and Harborough District Council to ensure a
continued reduction in incidents.
