The New Parks neighbourhood is situated within the city of Leicester and is policed by the Leicestershire Police.

This neighbourhood includes New College, Aikman Avenue flats, Mossgate and part of the New Parks Estate (east of the A563 New Parks Boulevard) to Fosse Road.

The area is primarily residential with a parade of shops on Aikman Avenue and other small retail outlets within the estate along with two local neighbourhood pubs.

I am the Sergeant responsible for the New Parks Neighbourhood Team which is part of the West Leicester NPA. We are based at the New Hinckley Road Police Station.

I have several years policing experience having joined in September 2004. I have spent all my service working for Leicestershire Police across different areas and in different departments, especially in the area of response. My recent posting was on the Patrol and Resolution Team working from Braunstone Police Station which covered the New Parks so I am familiar with the area. I am new to the world of Neighbourhood Policing having requested this move wanting a fresh challenge. Despite this I come here with enthusiasm and wanting to get up to speed as quickly as possible.

I enjoy being part of community policing as I get the chance to build rapport with the public and build relationships of trust and respect. I aim to make a difference and be highly visible for reassurance and I’m always available to listen to any concerns.

Sally-Ann Morgan PCSO I have been at Hinckley Road police station since June 2007 and I am keen to provide a high visibility presence in the Western Ward area.

I Joined Leicestershire Police in 2014 as a Police Support Volunteer and was fortunate to start a role as a member of staff shortly after. I feel that community policing is extremely important because it allows members of public to interact with Police and we can take the time to engage with the local people. I started work on this neighbourhood in 2017 and I am keen to build up a good working relationship with people in the community. I’m hoping to gain lots of new skills and experiences and meet the New Parks community.

I joined Leicestershire Police as a PCSO in 2017, covering the New Parks, Braunstone Frith and Western Park areas.
I feel that community policing is important as it enables us to develop relationships with local residents and get to the bottom of issues that are being faced, to allow us to deal with these problems accordingly.

I think it is important to build confidence between local residents and Leicestershire Police, and by building relationships with members of the community I will hopefully achieve this.

Neighbourhood Priorities for New Parks

You have made us aware of a number of reports/incidents relating to Samson Road. The problems occur at various times of the day but predominantly early/late evening. The bulk of the issues relate to both drug use and drug dealing. As a result, this is attracting several people, not locals, to the area both on foot and in vehicles to deal in and abuse drugs.

Your are reporting concerns about the anti-social use of motor vehicles in an around St Oswalds Road, Aikman Avenue, Glengarry Way and surrounding streets.

We have taken in excess of 30 vehicles off the streets for various reasons/offences.
We feel this has had the desired effect in reducing the problems in the area and as such we are now taking this priority down from the website.
However, this doesn't mean that we will now be ignoring the area as all the work to this date will have been in vain.
We will continue to patrol the area, taking appropiate and positive action when required.
We continue to encourage you to contact us with any further problems/incidents.

Knife Crime Reduction Initiative. The New Parks beat and specifically Aikman Avenue and surrounding streets has suffered a higher than average number of knife related offences.

We have also identified some 'habitual knife carriers' in the area who we will attempt to divert away from offending but if they don't we will target for enforcement activity.

Local residents report a large number of ASB incidents occurring in and around the shops complex at Sharmon Crescent, Leicester.
Youths causing noise, drug use, speeding vehicles, Nitrous Oxide use, possession of knives.
Closely linked to Sharmon Cres is Kirke Walk and the rear of the The Shoemakers Public House. Spillage from the issues in Sharmon Cres seem to appear in Kirke Walk also.

- 1 person found guilty of public order criminal offences - given 12 month community order, £100 fine, 80hrs unpaid work as well as a restraining order not to contact key witnesses;
- 1 person given a youth conditional caution;
- 1 person given a acceptable behaviour contract;
- 2 persons given anti-social behaviour warnings.

Victims and community report the issues have improved significantly.

Police patrols will continue.

Large groups of young people are loitering in Mossgate and causing a large amount of Anti Social Behavior. The problems vary from Noise, Litter, Stone Throwing, Verbal Abuse, Assaults, Criminal Damage, Footballs being kicked deliberately at property
A number of these reports highlight families being targeted and some incidents being Hate motivated.
On a number of the incidents the same Perpetrator names are being given by different Victims.
As a consequence of the young people's behavior residents appear at times to be taking matters into their own hands.

Since September 2017 members of the Western ward dedicated neighbourhood team have worked hard to identify those causing ASB in Mossgate. Evidence of offences has been secured thanks to the co-operation of the local community and sanctions have been brought to those committing offences. Parents of those involved have been visited by Police and our partners at the Housing officer for Leicester City Council.
During 2018 the number of reported ASB incidents is drastically reduced and therefore this Priority is to be closed so we can focus on a new challenge.
Thank you to those in the community who have supported us in achieving this improvement.

Reports from a number of local residents state that regular instances of Anti-Social Behaviour are occurring in the B Block area of New parks.
Regular reports of incidents involving weapons have occurred, Drug supply on a regular basis with visitors going to addresses supplying drugs for only a matter of minutes to buy illegal substances.
Other issues including nuisance vehicle use, noise and littering.
The areas affected are bordered by Aikman Avenue, Sandhurst Road, Pindar Road and Coates Avenue.

This NHP Patrol Plan has been successfully in that during it's time a vast amount of Intel has been gained, Drugs and weapons recovered, offenders arrested including a masked male during a break in progress and also stolen property recovered and returned to owners.
A number of residents have comments about the increased presence in the area and reassurance.

Officers will continue to spend time in this busy area however this PSP will now be closed and attention concentrated on the new emerging issue on NW01.

We receive numerous reports of anti-social use of motorbikes. This includes legally owned off road bikes being ridden in parks and open spaces as well as stolen motorbikes being ridden around built up areas. Historically these issues have been more prevalent during the summer months. We aim to tackle repeat offenders and thus reduce the number of calls to Police about these problems.

Positive action has been taken following reports of incidents involving motorcycles on the beat and a number of machines have been seized from riders. Only this week has a machine been recovered from Bloxham Road, Leicester.
Feedback has been given to the caller and he was so pleased with the Police response he sent a direct Email to the Chief Constable thanking him for the teams efforts.

During the School terms there are constant issues with inconsiderate drivers either dropping off or picking up children for school, who park or stop irresponsibly causing a danger in some cases, and a nuisance in others.
I have devised a plan for my officers to rotate around the schools on the Ward to pay special attention at the relevant times and at the relevant locations. They will speak to offenders and issue warnings in the first instance, if repeat offenders are identified they will be dealt with accordingly.

We have continued to patrol the schools at various days of the week both at morning drop off time and the afternoon collection time. A number of drivers have been warned and appear to have taken the warnings on board. The situation appears much improved and will form part of the neighbourhood teams regular duties when on patrol in the area at the relevant times.

Western Park Golf Club (Formerly) Since the closure of the Golf Club off Scudamore Road, there have been a number of calls from the public relating to young men riding motorcycles/quad bikes on and around the land. There are normally a number of onlookers who these motorcyclists 'perform' for. The bikes are causing a nuisance in terms of both noise and damage (to the land)

The problem at the former Western Park Golf Course has reduced significantly and this plan will be closed. However the issue of iilegal motorcycles and associated ASB on other areas and roads across the ward is now being managed under an Operational Order (Op Collection) We are using Police evidence gathers among other tactics to identify and deal with offenders.

We have been made aware of numerous reports of speeding motorists in the roads around Glenfield Road, Letchworth Road and Westfield Road. This is happening throughout both the day time and the early evening.
Additionally it has been identified that dangerous and inconsiderate parking by parents at the local schools around drop off and pick up time is also an issue.

Enforcement days continue at Glenfield Road and much engagement has taken place with the local Authority, Schools and residents.
This week Traffic Information boards have been installed warning drivers to slow down as they are approaching a School Zone.
Plans are now also in place for a traffic Op on 22nd March 2017 in co-operation with the Leicestershire Fire and Rescue team. This day will enable teams from two different services to work together to educate and safeguard the local community.

An increase in reports of Crime and associated Anti-Social Behaviour at various blocks of flats within the Tatlow road area.

Pririty closed down as crime and ASB has reduced and stabilised currently. This will be monitored and will be re-opened and addressed should a noticeable increase in incidents come to light.

This issue is very much a seasonal problem and as such the number of Anti-Social incidents involving motorcycles has diminished considerably. Therefore this priority will be closed at this time with a view to re-opening in the spring if the incidents become a problem once again.

To tackle antisocial behaviour in and around Bloxham Road, Biddle Road, Blissett Road and Bateman Road.

Over the last few months our Neighbourhood Team have been conducting extra patrols in the area. We have also worked closely with our partner agencies at Leicester City Council Housing department and also the Anti-Social Behaviour Unit (LASBU)
One of the more problamatical families have moved away from the area and another is under tight constraints monitoring their behaviour.with the knowledge that they may be evicted should their behaviour continue.
Since these have been in place the number of ASB incidents has dramatically fallen and made the area a more pleasant place to live.

To tackle an increase in thefts from motor vehicles across the New Parks ward.

Following ongoing patrols and education surrounding security at beat surgeries etc the number of vehicle crime incidents has significantly reduced.

To tackle the increase in theft of pedal cycles.

New College has been visited by PCSOs on a regular basis to reinforce the message to the students of the importance of cycle security at the college but also when out. Information has been passed through community locations such as the Library, youth centres and community centres regarding the importance of security. At community events officers have been on hand to offer advice and offer security items for sale. Officers have conducted high visibility patrols at every opportunity identifying poorly secured bikes and locating owners and advising them of cycle security. This priority is now closed.

To tackle anti-social behaviour involving groups of youths riding motorcycles both on and off road.

Officers have given school inputs at New College regarding the dangers of this type of anti-social behaviour. When-ever possible identified people have been dealt with by using the powers we have such as seizing the items. There have been targeted patrols of the local identified hotspots at the relevant times with reassurance visits, and patrols to repeat areas and callers providing them with updates. This priority is now closed.

To reduce Burglary dwellings across the beat.

There has been a decrease in the reports of Burglary Dwelling in the first seven months of this year compared to the same period last year. The figures show that January and February this year we recorded exactly the same number of burglary?s as the previous year. March and April we recorded a 50 per cent reduction for both months. However, May and June we recorded slightly higher numbers than last year but then improved again in July. This will always be a force priority and at the centre of much of what we do on a daily basis.

To tackle the anti-social behaviour and associated low level criminality in the area of the ?One-Stop? shop on Stephenson Drive.

The anti-social behaviour centred around the One-stop shop has also shown a decrease. However, the issue of anti-social behaviour has just been displaced to further along the road and nearby streets. A new priority surrounding this and the issue of illegal motorcycles will be set.

To manage and tackle parking problems outside the local primary schools on Charnor Road, Cuffling Drive, New Parks Crescent and Blackett Avenue between the hours of 8.30am to 9am and 2.45pm to 3.15pm, during the week.

Police have attended the schools numerous times and spoken to and advised drivers. The schools have sent out letters to parents in an attempt to educate them about the issue and the potential dangers. The problem has lessened since. This will be reviewed during the next school term.

To target inappropriate behaviour, including theft, underage drinking and nuisance behaviour of gathering groups at One Stop Store, Stephenson Drive, New Parks between 7am and 10pm, daily.

Officers have carried out consultations and street surveys with local residents. Those responsible for the anti-social behaviour have been spoken to by officers and a number of banning orders from the shop have been in place. Officers continue to conduct high visibility foot patrols in the area. PC 2885 Lee Flavill conducts a monthly beat surgery outside the One Stop store, between 6pm and 7pm. To manage and tackle parking problems outside the local primary schools on Charnor Road, Cuffling Drive, New Parks Crescent and Blackett Avenue between the hours of 8.30am to 9am and 2.45pm to 3.15pm, during the week.

A street consultation was conducted in Charnor Road, Knowles Road and Overseal Road in relation to parking problems of local residents. Charnor Road and Overseal Road residents in particular had concerns regarding the obstruction and child safety. A multi-agency meeting was held, attendees included representatives from Housing, City Wardens, local schools and Police Community Support Officers. An anonymous box is to be placed in the school receptions to allow parents to anonymously pass details of parking offenders. The schools continue to send out newsletters detailing the dangers and consequences of parking badly. On May 9, officers and City Wardens conducted an enforcement day and attended all the local schools, to record details of parking offenders and to give words of advice. In total 14 parents were sent warning letters to their home addresses as a result. A further three warning letters were sent out on May 14.

To target inappropriate behaviour, including theft, underage drinking and nuisance behaviour of gathering groups at One Stop Store, Stephenson Drive, New Parks during opening hours of the store, between 7am and 10pm, daily.

Officers have conducted high visibility patrols and consultation events with local residents. Two people have been arrested for theft and a number of people have been banned from the store. A test purchase operation has also been conducted.

Criminal damage in the area of Jowett Close, Stenson Road, Copeland Avenue, Birkenshaw Road, Darlington Road and Stokes Drive, after 7pm, daily.

This was a previous priority for the New Parks neighbourhood team. The following work has been completed:
Between June 2010 and September 2010 there were 21 reported damage offences in this specific area. Two considerable consultation events have taken place locally during the winter months and the general community feedback is excellent. Additional patrols and greater visibility have proved fruitful as there have only been seven reported Criminal Damage offences between September 2010 and March 2011. This is a 65% reduction. Officers engaged with this problem profile are currently enquiring about additional security measures for the alleyways in and around Jowett Close. Between June 2010 and September 2010 there were 21 reported damage offences in this specific area. Two considerable consultation events have taken place locally during the winter months and the general community feedback is excellent. Additional patrols and greater visibility have proved fruitful as there have only been seven reported Criminal Damage offences between September 2010 and March 2011. This is a 65% reduction. Officers engaged with this problem profile are currently enquiring about additional security measures for the alleyways in and around Jowett Close. An update will follow shortly when we have more information to offer.

Anti-social behaviour, namely gathering youths causing a local nuisance to residents at the green space outside the local shops on Musson Road, on Thursdays and Fridays between 3pm and 9pm.

The priority will be closed as the original problems linked to congregating youths has ceased. We have worked with local residents and businesses to assess their needs. This has been done through thorough consultation. We have helped introduced evening weekend activity in the area for young people, increased high profile patrols and reduced malicious crimes such as criminal damage, assaults and public order offences. During recent consultation the local residents have noticed a huge improvement in the area. We have worked alongside the local authority and Soft Touch Arts.

By forming a working group of local professionals, residents and businesses to evaluate the needs of the local community. To tackle reports of nuisance behaviour by students of New College during break periods from school, specifically littering, noise and obstructive behaviour along St Oswald Road and Aikman Avenue on weekdays during school term prior to 9am, between 12.30pm and 1.15pm and after 3.15pm.

Local officers attended a Year 10 assembly at New College and spoke about litter and anti-social behaviour to the students. Offenders have been spoken to about their behaviour and anti-social behaviour warning letters have also been issued to those involved.

To tackle reports of anti-social behaviour, namely young people gathering and causing a nuisance to residents in Musson Road on the green space outside the local shops during the evenings, specifically on a Thursday and Friday, between 3pm and 9pm.

High visibility patrols were carried out by foot, vehicle and bicycle in the location and one man was arrested. The anti-social behaviour police van was also on patrol in the area and CCTV was monitored. The 'Mash Up' programme took place at Allexton Youth Centre and Musson Road. Mash Up is a programme designed for young people aged 13-19 years to take part in a wide range of creative activity.

Offenders riding a stolen motorcycle were stopped and arrested. Since the arrests, hotspot areas have been proactively targeted including Bloxham Road. No further problems have been seen and only one incident has been reported since the priority started.

To reduce instances of anti-social behaviour in Rowanberry Avenue, in particular criminal damage, noise associated with nuisance young people and the illegal use of mini motorbikes.

This area has been subject to additional police attention for several months. A number of beat surgeries have been held and some local residents provided feedback regarding any improvements. The local housing department has provided additional security for communal entrances to flats and targeted clean ups have been held in the area. Local people have reported that the area is a safer area to live in. This priority is now closed, however we will continue to monitor the area to ensure safety and confidence is maintained.

To reduce instances of anti-social behaviour caused by young people, crime and drugs misuse in Bateman Road and Bloxham Road.

These areas remain hotspots for anti-social behaviour. We completed a number of enforcement operations and worked alongside residents and Leicester Anti Social Behaviour Unit to deal with issues such as the illegal use of motorbikes and street football. We will continue to target the illegal use of motorbikes.

To reduce instances of anti-social behaviour, criminal damage (including arson), drugs misuse at the public house whilst empty and to support the development of the facility for the community once open for business. To reduce the fear of crime on Samson Road.

Additional patrols and recent consultation confirm that local residents of Samson Road feel safer. Reports of criminal damage, theft and drugs misuse have steadily reduced although the building remains empty and in a state of disrepair. The local authority now lead on the regeneration of this particular area whilst they look to engage with local people. This no longer requires consideration as a partnership profile but will remain a high priority for the local Neighbourhood Team.
