Westcotes Police Local Neighbourhood

The Westcotes neighbourhood is situated within the city of Leicester and is policed by the Leicestershire Police.

The neighbourhood boundary is largely co-terminous with the Westcotes Ward but includes the area bordered by Fullhurst Avenue and Narborough Road.

The main roads through it are Narborough Road, Fosse Road, Upperton Road and Braunstone Gate.

The canal, the River Soar and the Great Central Way run along the eastern edge of the neighbourhood.

Hello, I have 26yrs experience as a Police Officer covering a wide range of roles and am extremely pleased to have the opportunity to provide Neighbourhood Policing to the Westcotes area of West Leicester.

With a background in Intelligence I'm really looking forward to meeting and speaking to as many residents and wider Community members as possible to understand what issues and problems they face and how together, along with other partner agencies we can be best placed to prevent Crime and Anti Social Behaviour across the Westcotes Neighbourhood Area.

Matt Eld PC

I joined Leicestershire Police in 2008, at the age of 18. I started my career as a PCSO and worked for 3 yrs within the Tudor Road area. While in this role I developed good community contacts and got to know the local people.

Then in 2011, I joined as a PC where I worked for 2 years as a response driver attending 999 calls throughout the city. Following this in late 2013 I became a member of the Neighbourhood team, where my role was to investigated crimes within the area and arrest those responsible.

As of April 2014, I became the local beat officer for the Westcotes. So when you see me out on the beat, please stop and say hello.

Stephen Clarke PC

I am Police Constable 1115 Stephen Clarke. I joined Leicestershire Police in the 1990?s. I started my career at Hinckley Police station as a general duties officer.

I then moved to cover Market Bosworth Police station where I continued my role as a front line Police Officer. In 2002, I moved to Braunstone Police Station and worked as a Response Officer and later as a Beat Officer for the Rowley Fields area of Leicester.

In 2004, I moved to Hinckley Road Police station, where I currently work. I have done various roles, ranging from Response, Beat Officer and a member of the Safer Neighbourhood Team.

As of February 2015, I will be a Beat Officer for Westcotes ward, and look forward to meeting you all and solving any issues and problems you are having.

Tam Singh-Bains PC

I joined Leicestershire Police in 2004. I have worked most of my time at Loughborough, Beaumont leys and Force headquarters. I spent 8 years working as a beat officer covering 3 different beats during my time.

I am focused on engaging with the community and focusing on their priorities. Using my experience and knowledge I aim to best serve the local community. I also look forward to working alongside an excellent group of committed officers covering the Westcotes beat.

I joined Leicestershire Police in September 2009 and have worked at Hinckley Road Police Station since November 2009, covering the Leicester Royal Infirmary, Western Park and Fosse ward areas.

Lorraine King PCSO

I joined Leicestershire Police in 2001 as a Traffic Warden at Charles Street Police Station and following their demise became a PCSO in 2004, based at Mansfield House. In 2006 I attached to ANPR and the Roads Policing Unit as Operations Support and Intelligence, a role I performed for 8years.

In May 2014 I joined the Westcotes Neighbourhood Team on a beat, not unlike where I first patrolled in the City. I am really enjoying getting to know the local community on my beat, the challenges it has and tackling the problems.

I have been with the Constabulary since March 2007, working on the Abbey Park beat and also the Leicester Royal Infirmary beat area.

In January 2010 I moved to the Fosse ward and in December I moved to the Westcotes ward.

Neighbourhood Priorities for Westcotes

Beggars and homeless persons are using private premises, stairwells, side alleys and doorways to beg and sleep. This can sometimes bring other issues such as drug or alcohol misuse, needles, General ASB and even harassment or distress to some residents / passers by. There is also an environmental issue with personal rubbish being left in the street.

There have also been concerns raised regarding the on-going welfare of those persons consistently rough sleeping / begging in the area.

Having reviewed the number of calls received from the community this year compared to last year as well as on-going patrols there is a noticeable reduction in both persistent begging and homeless persons in and around the Narborough Rd and surrounding areas. We have completed numerous referrals to housing, shelter and Turning Point organisations to provide help and support those people in need. We have given verbal and written warnings to those identified as causing public nuisance by persistent or aggressive begging as well as liaising with both the local residential and business communities around this issue. Knife Related Crime and Incidents - There have been a number of incidents involving knives or weapons within The Westcotes Ward over the past few months which causes a perceived lack of community safety and fear.

BEDE PARK - LEICESTER.

During the warmer months the park sees an increase in ASB, drug and alcohol use (including legal highs) littering and general disorder.

Recent unplanned events at the location have caused high local concern - Other resident Consultations and on-line feedback have highlighted the area as an issue. A recent Partnership meeting with local Councillors, Police and Local Authority also highlighted the park as an area of on-going concern - which primarily consists of reports of groups causing Noise / ASB, Littering ,drug and legal high misuse and illegal parking.

We will tackle this issue by working closely with other agencies to deal with the issues highlighted. Increased Police / PCSO patrols have been implemented, especially later evenings to respond to reports of ASB. Local Authority Litter and Parking wardens are aware of the issues highlighted and will be targeting offenders throughout the Summer months.

We have now completed over 4 months additional patrols focussing on General ASB as well as working alongside other partners and agencies to look at illegal parking and littering. Begging, Street drinking and rough sleepers around the Narborough Road and surrounding streets.

You previously told us concerns around street begging and homelessness along Narborough Rd. We have worked hard over the past 6 months to identify persons living on the streets and completed numerous referrals into outreach and support teams. We have given warnings to those involved in persistent begging and ensured a robust patrolling strategy to identify those sleeping rough in private areas and ensured they have been moved on quickly.
We appreciate that we cannot solve this issue completely however from recent consultations an improvement in this area has been identified. Whilst continued patrols will be completed this issue is no longer a significant concern to residents and as such this PSP will be closed and archived.

Burglaries around the Westcotes

Sustained planned work around this PSP has resulted in a 24% reduction of recorded offences year on year. This will continue with on-going work at key addresses within the area as well as continued partnership work and information sharing to protect those most at risk and ensure that those offenders continue to be targeted.

***Update 03/06/16*** I met with the Head of Community Safety yesterday with City Warden and City Cleansing colleagues and our Crime Prevention Officer. I had a local resident approach me to thank the Police for our presence along the Merry Monarch car park recently as he'd noticed a real improvement. We are looking at installing CCTV and will continue to use our police powers to confiscate alcohol on a continued basis. Due to the lack decline of calls about the matter we will be closing this priority but continuing to monitor the situation through licensing visits joint city warden patrols. PS Brown

To make Bede Park feel a safer place to enjoy

PS Brown has liaised with Community Safety Officer at LCC. We will continue to patrol the park and Great Central Way as part of normal activity including using street drinking powers where appropriate and tackling Anti-Social Behaviour. To tackle street drinking in the early morning along Fosse Road South.

Efforts have been made to inform locals from East European backgrounds about the Public Spaces Protection Order which gives Officers the power to confiscate alcohol from those behaving in an anti-social manner and arrest if confiscation refused. This has been done through regular patrols to tackle street drinking in the early morning. Point of sale warning posters in different languages have been produced also.

Street drinking patrols were conducted by officers from West Leicester neighbourhood policing area in the early mornings. A second wave of patrols were conducted from 15/09/15 - 30/09/15 (16 consecutive days) with x2 officers patrolling from 0700 hrs onwards with a brief to engage with street drinkers, use the Public Spaces Protection Order ( where applicable, and engage with licensed stores. From the updates on the PSP and the Sentinels it appears that littering had reduced and there were less persons to deal with over the period. The problem, therefore, has diminished markedly.

Eleven licensed premises have been visited and advised.

Local officers have undertaken increased covert and high visibility patrolling in the area and following the arrest and imprisonment of a local criminal, the number of offences has dropped dramatically.

To address the increase in burglaries across the ward.

High visibility and plain clothed patrolling has been increased across the ward. The Police have worked closely with the City Council to install and maintain alley-gates and fit mortice locks to addresses vulnerable to attack. A media campaign has been run, especially with local students, highlighting the need to shut and lock doors and windows. Following the arrest and remanding of a prolific burglar, the number of offences has decreased significantly.

To address the danger of cycling on the pavement around the area, especially Narborough Road and Hinckley Road and surrounding streets.

Following education and enforcement campaigns across the Westcotes and Fosse wards and assisted by the change in weather, the problem of cycling on the pavement has improved in the area. It is recognised that the problem is likely to re-emerge once the weather improves, so the situation will be monitored and further education and enforcement will take place in the spring.

To tackle anti-social behaviour around the area of Western Road and the surrounding streets, involving young people playing football in the street, causing damage and litter, shouting and swearing.

The area has benefitted from additional patrolling by officers, funding has been obtained for diversionary activities for the young people involved and the Police and City Council Anti-Social Behaviour Team have worked with the families. The number of incidents reported has reduced considerably and consultations with local residents suggest that the young people are no longer causing problems in the area.

Officers are continuing to conduct high visibility and plain clothes patrols of the area and funding is being sought to purchase signage for the park. As part of a multi-agency group set up to look at this we are now looking at the issues that may present from various demographic groups, and will seek to overcome them and minimise any potential impact. We have already made improvements and hope to build on these as the year progresses and when the true impact of new buildings and population is known.

Since the last update a lot of progress has been made on tackling the issues identified. The force licensing officer conducted a number of visits to the licensed premises in the area. A test purchasing operation was put into place across the city, which included locations on the Westcotes Ward. The operation was a success with the Police, Council and licensees all benefitting. Further to this work the local officers and PCSOs have increased high visibility patrols in the local area. Significant changes have been made to the high visibility policing of the City Centre (including Braunstone Gate) with additional officers being posted earlier in the evening in order to tackle issues with the night time economy earlier, before problems are able to get out of hand.

We have worked closely with Leicester City Council and licensed premises to try and reduce rowdy behaviour within premises. We have pursued criminal and civil prosecutions against those involved in rowdy or drunken behaviour. We have also worked alongside our City Wardens to reduce levels of litter outside commercial premises. City Wardens have the power to issue fines to litterbugs. Joint letters from the police and city council have also been sent to over 100 premises warning them of the consequences of allowing trade waste to build up in the street. Best Off Green scheme is launched to encourage responsible off licences and reduce sales of alcohol to those under age and has helped towards reducing the incidents.

Inconsiderate parking near to the Walkers Stadium on match days.

Officers from the Westcotes ward have worked in partnership with Leicester City Council and Leicester City Football Club (LCFC) to reduce the problem of inconsiderate and illegal parking on match days. Officers have prosecuted drivers of illegally parked vehicles through out the Westcotes area. Officers have also worked with LCFC to include a clear message in their match day programmes, to warn football supporters not to park their cars illegally or inconsiderately. As a result parking issues have vastly improved and local residents who have been consulted have seen a great improvement. Leicester City Operations Director Kevin Barclay said: "Our relationship with local residents is extremely important to the Football Club and considerate parking arrangements are a big part of that relationship. To help with this, we would urge supporters to allow plenty of time for their journeys to the stadium, particularly before games where capacity crowds are expected and demand for parking is likely to be high."

Regular patrols have resulted in numerous Fixed Penalty Tickets being issued and the removal of vehicles. Moving forward, the priority will focus on parking on match days for Leicester City Football Club as this has a very pronounced affect within Westcotes.

To reduce instances and the impact of anti-social behaviour and disorder associated with the night time economy within Braunstone Gate and Narborough Road.

We have worked closely with Leicester City Councilâ??s Licensing Department and have targeted certain venues resulting in closures and prosecutions for offences under the Licensing Act and the removal of individuals from their roles within the venues.

Officers have conducted regular, high visibility patrols and additional staff have been made available to increase patrols during the peak period at weekends.

Working with partner agencies, we have also targeted fast food premises whose litter was regarded as anti social by the community. The neighbourhood team also identified and closed a brothel within the West End.
