Bill Skelly Chief Constable

Bill was appointed Chief Constable in November 2016, commencing his role in February 2017.

Born on the east coast of Scotland, Bill grew up in the countryside before completing his schooling in Dundee. He then moved to study mathematics and physics at Edinburgh University, where he later completed an MBA. Bill joined Lothian and Borders Police in 1990 and completed the command course at Bramshill in 2004 and the following year, a Diploma in criminology at Cambridge.

Through his policing career he has held many rewarding positions including leading the Immigration Crime Team at New Scotland Yard and being appointed in 2008 by Her Majesty the Queen as her Inspector of Constabulary for Scotland.

Bill joined Devon and Cornwall Police from Police Scotland as Deputy Chief Constable in 2013 where he had been working on the safety and security of the 2014 Commonwealth Games.  He is a Fellow of the Institute of Directors having passed with distinction their Certificate and Diploma programmes and been accepted as a Chartered Director.

He is a keen supporter of celebrating policing history and was the founding Chair of the South West Police Heritage Trust.  On reflecting on his own journey, he expresses his values that developed as a child growing up in Scotland, with his role in modern-day policing of Lincolnshire, as a deep desire for fairness and justice; an abhorrence for the abuse of power and bullying in every sense; and a need to intervene and do his duty.

Bill is delighted to be Chief Constable and has two goals for Lincolnshire Police: to deliver the best possible service for our communities by better matching demand and resources; and investing in the wellbeing of all staff to become the happiest, healthiest and most active in the country.

When not on duty Bill, who is married with two daughters, likes to spend his time outdoors, enjoying walking and cycling, including in the past, pedalling from London to Edinburgh!

He is also an avid volleyball player and the chair of the Police Sport UK Volleyball Section, playing on many occasions as a member of the National Police Team at home and in Europe.

Craig Naylor Deputy Chief Constable

Craig Naylor is the Deputy Chief Constable in Lincolnshire Police. He previously served with Police Scotland where he held the role of divisional commander for Specialist Service which includes all firearms, public order, search and dogs. Prior to this he was head of Organisational Development and Corporate Governance, including Strategic Planning, Performance, Governance and all change programme management.

During his career he has worked in a number of roles across the former Lothian and Borders Police and the Scottish Crime and Drug Enforcement Agency. A significant amount of his career has been spent in the Criminal Investigation Department including intelligence, major crime and public protection at Detective Superintendent level.

Craig was responsible for the Professional Standards and Counter Corruption Department of Lothian and Borders Police prior to returning to uniform duties as the Deputy Commander for the City of Edinburgh Policing Division, before temporarily holding the role as Divisional Commander preceding the implementation of the Police Scotland structure.

Craig is a graduate of the University of Strathclyde where he completed a Bachelor of Education degree and subsequently achieved a Masters of Business Administration degree from Heriot-Watt University.  He attended the Strategic Command Course in 2017.

Craig is married with three children and lives in East Lothian.  When not at work Craig enjoys sailing, mountain biking, skiing and exploring foreign places on holiday with his family.

Kerrin Wilson Assistant Chief Constable

Kerrin was appointed Assistant Chief Constable in July 2018.

She was previously Head of Cleveland & Durham (Police) Special Ops Unit.

She joined Durham Constabulary in 2013 on promotion to Superintendent, from North Yorkshire Police. She has 25 years of service with four North East Forces starting with Northumbria Police in 1992 and the bulk of her service with Cleveland Constabulary before moving to North Yorkshire Police on promotion to Chief Inspector.

Kerrin has a background in a variety of disciplines at all levels of her career from operational uniform, CID and specialist roles. This has included Head of Tasking & Co-ordinating Command (Media, Resourcing, Intelligence, Research & Analysis, Control Rooms); Safeguarding; Volume Crime; Diversity Unit; Local Area Command; Neighbourhood Policing and serving on secondment to the Foreign & Commonwealth Office as the Director for Training the Iraqi Police based in Baghdad.

Kerrin has also undertaken regional and national responsibilities in the hostage negotiating world and have been deployed internationally in this capacity both on operational deployments and reviewing New South Wales police effectiveness in a terrorist siege.

She is a keen advocate of the equality agenda, in particular supporting BME & Women’s aspirations both within the police service and wider afield. This includes her role as a board member for the North East Chamber of Commerce Women’s Advisory Board. 

Kerrin is married, no children, a million god children, loves life, adventure, travel, music and socialising.

Shaun West Assistant Chief Constable

Shaun West became temporary Assistant Chief Constable for Lincolnshire Police on 26th June 2017.

Shaun is temporary Assistant Chief Constable, responsible for Crime and Operations.

He joined Lincolnshire Police in 1997, having served with the force as a Special Constable since 1994. He has served in both uniform and detective roles throughout his career, including Local Policing, Community Safety, CID, Professional Standards, Public Protection and Operations Support. As Senior Investigating Officer, Shaun has led homicide and complex investigations, including a work related death involving the Red Arrows.

Shaun is a Specialist Strategic Firearms Commander, Gold Public Order Commander and was the Multi Agency Gold Incident Commander for the floods which hit the East Coast of Lincolnshire in December 2013 and LRF Strategic Coordination Group Chair for the tidal surge in January 2017.

He was as the Head of the Specialist Operations in Lincolnshire before taking a secondment in February 2014 as the Superintendent lead for Armed  & Roads Policing for East Midlands forces within the East Midlands Operational Support Service (EMOpSS) collaboration; working across Leicestershire, Lincolnshire, Northamptonshire and Nottinghamshire.

His most recent role was Chief Superintendent for East Lincolnshire which he took up in April 2016.

Shaun was born in Nottingham, attending the Nottingham Trent University whilst studying for his Law Degree. He now lives in Lincolnshire with his family of 4 children. Shaun enjoys playing football, running, boxing and shooting.

Andrew White Assistant Chief Officer

Andrew White was appointed as the Assistant Chief Officer (ACO) in June 2017.

He has spent the last decade in police governance working as Chief Executive for Police Authorities and Police and Crime Commissioners in Hertfordshire and Devon & Cornwall.  Whilst at the Devon & Cornwall Office of the Police & Crime Commissioner, Andrew led the team that identified significant shortcomings in the Government’s Funding Reform Proposals in 2015.  This work directly led to the Government’s decision to withdraw their proposals.  Andrew continues to take a keen interest in police funding with a view to Lincolnshire receiving fair funding. 

Prior to moving into the world of policing, Andrew worked across the Civil Service finishing with a decade at Ofsted as Head of Human Resources and then Director of Corporate Services.  In that time, Andrew was central to Ofsted taking responsibility for the inspection and regulation of childcare in 2001. 

When not working, he is a keen tennis player and occasional golfer as well as an avid devourer of music from the late fifties to the present day – his tastes are more often described obscure rather than mainstream.  The love of music is demonstrated by regular attendance at festivals and other gigs.

Sharon Clark Chief Finance Officer

Sharon is originally from Manchester and moved to Lincolnshire in 1992.

She graduated from Oxford with a degree in Chemistry and trained as a Chartered Accountant and qualified in 1994.

Since then, she has worked predominantly in the public sector, holding senior finance posts in the NHS, local authority and education sectors.

At the Radiotherapy Centre at Lincoln County Hospital, as Assistant Director of Finance, she took the finance lead on a project to secure £10M of Department of Health funding to transfer Radiotherapy to a new purpose-built facility at Lincoln County Hospital.

Sharon has worked on the merger of Lincoln, Boston and Grantham acute trusts to form the United Lincolnshire NHS Trust.  As a member of the Lincoln Executive team and the merger team, she was responsible for establishing the budgets for the merged organisation.

She has also been involved in a number of significant capital projects whilst at City of Lincoln Council providing financial advice from initial viability and funding, through to project completion and ongoing service consequences.
