Hello, I am Sergeant Gary Butterworth, the dedicated Neighbourhood Sergeant for the Hinckley Town Centre and also the Greater Hinckley Neighbourhood.I joined Leicestershire Police in 1990 and have performed uniform duties throughout my service. The majority of my time being in the Neighbourhood arena. I therefore have vast experience in dealing with localised issues.
I have now been at Hinckley police station for a number years and have built up strong working relationships with our joint partners.
I am here to support the community that I serve and will work tirelessly to resolve any issue the community may have from ASB to the threat of Burglary. No incident is too small. through Consultation with Pub Watch and Night time economy Staff in Hinckley Town centre. this Problem Management Plan has been generated to monitor the Policing response to NTE in Hinckley town centre during the evenings of Friday and Saturday evenings Night Watch

Since the creation of this Problem management Plan 15 recorded allegations of assault have been made to the police during the night time economy period of Friday and Saturday evenings 2200hours to 0500 hours in Hinckley town centre. Hinckley police continue to support Night time economy and will deal positively with alleged suspects of violent crime. Hinckley Police will continue to work with the night time economy and partners to make Hinckley a safe and welcoming place to visit.

Following the rise in Anti Social behaviour in and around the Cresent shopping precinct Hinckley whereby groups of youths are starting to gather that become intimidating to others using these facilities. The neighbourhood team are working with partners to address this issue.

this PMP is now closing as there as been a dramaticalv reduction in the number of reported ASB incidents within the Hinckley town centre area. this follows 19 young people being placed on ABC contracts things in the town centre now appear to have returned to a sensible level.

To target retail crime and other thefts in the Castle Street and Brittania Centre area.

Over the last two months we have continued with our patrols and targeting of known offenders, which has led to the arrest and charging of 4 persistent offenders. We are working with our partners the Town Centre Partnership and officers of the Business Improvement District and along with the retailers we have begun the process in improving and re-launching the retail radio and shopwatch scheme within the town.

Anti-social behaviour (ASB) in and around The Borough, including the service area of the United Reformed Church and the empty Kwiksave building. The team will be looking at under-age drinking, minor damage and general nuisance committed by youths normally in the early evenings and weekends.

During the last 9 months the beat team have made additional patrols in the area in an attempt to deter anti-social behaviour. A referral was made to the County Youth Offending Impact Team who attended the area to engage with the youths. The town centre CCTV operators were briefed and monitored the area recording and reporting any incidents.. We liaised with the church advising them on security and CCTV was installed covering the service yard and the rear of Kwicksave.

Although the area in the Borough is still frequented by youths with the exception of some minor damage being caused to the Church the area has not suffered significantly from anti-social behaviour since the problem was highlighted and we began to tackle to issues.

Anti-social behaviour (ASB) around the green space area of Argents Mead.
The team will be looking at underage drinking, minor damage and general nuisance committed by youths normally in the early evenings and weekends.

Over the last twelve months we have continued to patrol the area as it remains a popular venue for youths to gather. We have dealt positively with anyone found acting in an anti-social manner and through the endeavour team advice and warning letters have been issued to those involved. The Youth Offending Impact Team have visited that area engaging with any youths highlighting to them that their behaviour is not always appropriate and acceptable to others.

The area is undergoing major redevelopment with Hinckley?s new leisure centre currently being built on the site. This once complete will undoubtedly attract even more youths to the area which in turn may cause additional problems. However the Town Centre Neighbourhood team are committed to ensuring that any issues are quickly addressed and the area is a safe pleasant open environment for all to enjoy.

about anti-social behaviour (ASB) in and around Market Place, The Borough and their junction with Regent Street. This behaviour includes the misuse of cycles and skateboards which is suspected to be the cause of minor damage to the street furniture in the area. These same youths have also been suspected of underage drinking and verbal abuse to members of the public. These incidents have been occurring in the late afternoons, early evenings and weekends.

The problem of the youths moved slightly as the nights drew in and moved to the area outside of Subway and the National Westminster Bank. These were the same youths and incidents became more frequent. We conducted additional patrols and dealt with some of the youths for anti-social behaviour and in some cases criminal offences. We liaised with the youth offending service who sent outreach workers to engage with the group and challenge their behaviour. Although these actions have resulted in a reduction in reported incident of ASB and minor crime in the area we will continue to work with our partners in the area to reduce these numbers even further.

Retail theft from stores within the town centre area of Castle Street and Britannia Shopping Centre between the hours of 11am to 5pm.

With targeted uniformed foot patrols by the Town Centre Beat Team, paying particular attention to the afternoon periods and more specially the market days of Monday and Saturday. Plain clothes operations were carried out by the spare response teams and the Neighbourhood Action Team. We set up a ring round system for the charity shops in the town which gave early warnings of potential thieves especially pickpockets who regularly target these stores and their customers. Persistent and prolific offenders were targeted by the Neighbourhood Action Team responding to sightings and suspicious behaviour, CCTV was utilised in the gathering of and communicating of information to the police and retail radio scheme. All these measures contributed to over a 60% reduction from the same period last year in the reporting of retail theft in Hinckley Town Centre.

Anti-Social Behaviour in the form of verbal abuse, nuisance and littering. Market Place Hinckley including the area around KFC and the empty nightclub premises of LE10. Every evening between the hours of 4pm and 9pm

by increasing uniformed patrols in the area at specific times. We engaged with the staff increasing confidence in themselves and with us. We spoke with the owners of the empty nightclub and a gateway was erected preventing the youths congregating and causing further damage. One of the main ringleaders was targeted and with co-ordinated work with the anti social behaviour(JAQUAL) team the individual was given an anti-social behaviour order(ASBO) which now restricts his behaviour in this location. This has resulted in no reports of anti social behaviour or similar incidents being reported in the Market Place for the past six months, compared to eight reports during the corresponding months of last year.

We have also provided a beat team presence at youth events in the town centre, such as the Elements under-18s disco nights. We have continued to work through the Jaqual team, our joint venture with Hinckley and Bosworth Borough Council, with a tiered approach to those at risk of entering the criminal justice system. This starts with engaging with the young people and their parents, sending letters home for those involved in anti-social behaviour, asking repeat offenders to sign Acceptable Behaviour Contracts, and if this fails to work, asking courts for Anti-Social Behaviour Orders or Crime-Related Anti-Social Behaviour Orders.

Reducing retail theft (shoplifting) in Castle Street and the Britannia Shopping Centre, on weekdays between 1pm and 5pm;

With additional uniformed patrols by the Beat Team to deter offences. The Neighbourhood Action Team led by Sergeant Mel Thomas conducted numerous plain clothes patrols targeting persistent offenders and disrupting their behaviour. This had great success and led to numerous arrests and convictions. The Neighbourhood Action Team will continue to operate on the beat over the summer months.

By conducting both uniformed and plain clothed patrols and operations. We targeted known offenders, gathering intelligence and executing search warrants. This led to the arrest and conviction of several offenders. Since November we have seen a 50 per cent reduction in reported offences of shoplifting in the town centre. Although we have had some good success, a recent survey shows retailers still deem this to be a major problem, and so it will remain as a neighbourhood priority for the next three months.

By first talking to the local schools to make them aware of your concerns and gaining their support in tackling the problem. We then held enforcement days where the beat team stopped and took details of the offending cyclists. They were given an initial verbal warning. This action had the desired effect and consequent enforcement days saw the number of offenders considerably reduced. The beat team are not convinced that the problem has been completely solved. The recent winter weather has seen a reduction in the amount of cyclists using the roads. We have therefore also decided to continue with this priority at least until the Easter school holidays at the end of March.

Anti-social behaviour caused by youths gathering
outside Kentucky Fried Chicken, Market Place and
Subway, The Borough.

During the summer months both premises and the
Market Place area did not suffer from a great deal of
anti-social behaviour. The town centre generally did not
see large groups of youths congregating and therefore
incidents were isolated. We worked with the county
council's Impact Youth workers on this priority.
The Drop In centre at St Mary's on Thursdays and the
Elements club nights on Fridays continued to be a
success. These saw the number of people attending
decreasing slightly.
Due to the reduced level of anti-social behaviour in the
area the priority will not be continued into the next
period. However, the area around the two premises will
be monitored by the beat team and the town's CCTV
system and staff at the premises will be encouraged to
continue to report any incidents.

Anti-social behaviour in and around Argents
Mead, including the Council Offices, Hinckley and
District Hospital grounds, and Mount Road car
park in the evenings.

This priority was partly chosen as a result of the
problems the area had suffered during the
corresponding months the previous year. However this
summer the town never saw the amount of youths
congregating it had done the previous year.
We identified some offenders and dealt with them either
restoratively or through the criminal justice system and
one individual is being considered for an Anti-Social
Behaviour Order. August saw the implementation of an
order prohibiting drinking in public for the Borough,
although it is too early to tell on what overall impact it
will have. It has given us an additional tool in which to
tackle the alcohol element of anti-social behaviour in the
area .

By increasing patrols in an attempt to reduce the impact the youths have on the area. Youth workers from the County Council Youth Service and the Youth Offending Service continue to operate in area. We have worked with the local authority and from August 14th the town centre has become a Designated Public Place which gives us additional powers to deal with street drinking.

We have also had discussions with the hospital on how best we can help each other in increasing their security including the possibility of linking their CCTV system to the council's control room.
